Thurrock Council is seeking 2 Civil Enforcement Officers to support the Parking Decriminalisation service. The role will involve carrying out parking enforcement duties, working in a public-facing environment, patrolling assigned areas, identifying parking contraventions, issuing Penalty Charge Notices where appropriate and supporting the Council’s enforcement and community protection function.
This role requires strong customer service skills, confidence working outdoors, good judgement, the ability to deal with members of the public professionally and the ability to follow parking enforcement procedures accurately.
Key Responsibilities
- Carry out Civil Enforcement Officer duties
- Patrol streets, car parks and parking areas
- Identify parking contraventions
- Issue Penalty Charge Notices where appropriate
- Record evidence accurately
- Use handheld devices or enforcement systems
- Provide advice to members of the public
- Deal with public enquiries professionally
- Handle difficult conversations calmly
- Work outdoors in different weather conditions
- Follow Council policies and enforcement guidance
- Maintain accurate enforcement records
- Escalate issues or concerns where required
- Maintain confidentiality and data protection standards
Essential Experience & Skills
- Public-facing customer service, enforcement or security experience
- Ability to deal professionally with the public
- Strong communication skills
- Ability to remain calm in difficult situations
- Good attention to detail
- Ability to follow procedures accurately
- Ability to record information clearly
- Confidence working outdoors and patrolling on foot
- Ability to work independently
- Good judgement and decision-making skills
- Ability to use handheld devices or basic IT systems
- Understanding of confidentiality and data protection
Desirable
- Civil Enforcement Officer experience
- Parking enforcement experience
- Experience issuing Penalty Charge Notices
- Knowledge of parking legislation
- Data Protection Level 1 training
- Local authority experience
- Community safety or on-street compliance experience
Interviews will take place in person at Civic Offices, New Road, Grays, RM17 6SL. There will be one interview based around experience of the role and job-related questions. Interviews will be conducted by Operational On Street Supervisors. Candidate submission deadline is 07 July 2026.
