We are currently recruiting for an experienced Street Lighting Engineer to join Manchester City Council's Highways Service. This is a key technical role responsible for the planning, delivery and continuous improvement of street lighting across Manchester's highway network. The successful candidate will combine strong electrical street lighting engineering expertise with project management and asset management experience, overseeing maintenance and improvement programmes across a large and complex urban environment. The service manages approximately 61,750 illuminated assets, including around 54,600 streetlights and 7,150 illuminated signs and bollards, making this an excellent opportunity for an experienced engineer to work on a significant public infrastructure portfolio.
Key Responsibilities
- Lead the planning, coordination and delivery of street lighting maintenance and improvement programmes.
- Provide technical leadership on electrical street lighting design and highway lighting projects.
- Oversee design processes and review proposals relating to highways and development schemes.
- Manage projects from feasibility and initial scoping through to commissioning and completion.
- Evaluate new street lighting installations and ensure designs meet required technical and quality standards.
- Oversee routine and reactive maintenance programmes and monitor contractor performance.
- Manage annual minor maintenance schemes, including programme, budget, risk and technical compliance.
- Support effective street lighting asset management and lifecycle planning.
- Undertake and oversee desktop and site-based inspections, testing and quality assurance.
- Carry out sample audits of completed works to ensure safety, quality and compliance.
- Manage external contractors and supply chain partners, ensuring value for money and high-quality service delivery.
- Provide technical advice to councillors, residents, contractors, developers and internal stakeholders.
- Investigate and resolve complex service enquiries, complaints and historic issues.
- Consider environmental impacts, tree management, energy efficiency and sustainable lighting solutions.
- Support the implementation of innovative technologies, including smart lighting and energy-efficient infrastructure.
- Interpret relevant legislation and provide clear technical advice and recommendations.
- Lead technical work packages and contribute to wider highways and transport objectives.
About You
The successful candidate will have:
- Proven experience as a Street Lighting Engineer / Electrical Street Lighting Engineer within a highways environment.
- Relevant experience in electrical street lighting highway design.
- Strong knowledge of street lighting maintenance, design, inspection and asset management.
- Experience managing engineering projects and maintenance programmes.
- Experience overseeing external contractors and supply chain partners.
- Strong understanding of health and safety, statutory compliance and relevant technical standards.
- Experience managing budgets, programmes, risks and technical requirements.
- Excellent stakeholder management and communication skills.
- Strong problem-solving and decision-making abilities.
- Experience working within a Local Authority, consultancy or highways contractor environment would be highly desirable.
- Knowledge of energy-efficient and smart lighting technologies would be advantageous.
Qualifications
Candidates should hold one of the following:
- Undergraduate degree or MSc in a relevant Electrical or Engineering discipline.
- HNC / HND in Engineering or relevant equivalent.
- Chartered or Incorporated Engineer status with relevant professional institution membership.
