We are currently recruiting for an experienced Structures Engineer / Highway Structures Engineer to join Manchester City Council's Highways Service. This is a key technical role responsible for the effective management, inspection, maintenance and improvement of highway structures across Manchester's extensive highway network. The successful candidate will provide specialist technical expertise across bridge maintenance, inspections, assessments, design and asset management. The Council manages a stock of approximately 900 highway bridges, with the role playing an important part in ensuring these assets remain safe, compliant and operational.
Key Responsibilities
- Lead the planning, coordination and delivery of highway structures maintenance programmes.
- Manage and coordinate annual bridge inspection programmes.
- Undertake and oversee general and principal inspections of highway structures.
- Carry out desktop and site-based inspections, ensuring health and safety, quality and technical standards are maintained.
- Provide technical input into bridge maintenance, minor design schemes and highway development proposals.
- Manage annual minor maintenance schemes from initial scoping and design through to delivery and performance monitoring.
- Prepare technical specifications, risk assessments, cost estimates and other project documentation.
- Provide technical assurance and supervision of contractors and supply chain partners.
- Monitor project risks, programmes, budgets and technical compliance.
- Maintain accurate asset records and support effective asset management and lifecycle planning.
- Work with internal teams, contractors, developers and external stakeholders to ensure successful project delivery.
- Support contract administration, procurement and delivery of works in accordance with relevant procedures.
- Undertake quality assurance through desktop and site audits.
- Represent the Council and provide specialist technical advice where required.
About You
The successful candidate will have:
- Proven experience working as a Highway Structures / Bridge Engineer.
- Relevant experience in highway structures engineering, including bridge inspection, assessment, maintenance and design.
- Experience working within a local authority, consultancy or contracting environment.
- Strong understanding of relevant highway structures standards, including DMRB, CDM Regulations and technical approval requirements.
- Experience of managing maintenance programmes and engineering projects.
- Knowledge of asset management, lifecycle planning and highway infrastructure.
- Experience with contract administration, procurement and contractor management.
- Strong technical report writing and documentation skills.
- Excellent stakeholder management and communication skills.
- Strong problem-solving and decision-making abilities.
- Ability to manage multiple workstreams, budgets, programmes and competing priorities.
Qualifications
Candidates should have relevant highway structures engineering qualifications, including one of the following:
- Undergraduate degree in Civil Engineering or a relevant engineering discipline.
- MSc in a relevant engineering discipline.
- HND in Highway Structures Engineering.
- Chartered or Incorporated Engineer status with relevant professional institution membership.
