The Capital Programme Division reports to the Deputy Chief Executive and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The portfolio includes construction of new schools, large-scale solar PV installations, building demolition, repair, maintenance & refurbishment of heritage buildings, galleries, leisure centres, and park buildings.
Role Overview: The Resource Management Lead is based within the Project Management Office (PMO) team. The PMO ensures effective governance of processes and procedures, enabling clear and auditable workflows. This role will lead initiatives for the Resource Management function, manage the Business Support team, and drive Equality, Diversity and Inclusion (EDI) initiatives across the department.
Responsibilities:
- Develop and implement the resource management strategy and link it to the Council’s Talent Strategy, ensuring efficient and economical use of technical resources.
- Manage the Business Support team, overseeing procurement, recruitment, training, and development activities.
- Lead the delivery of EDI and social value initiatives across the portfolio, advising stakeholders and reporting on key focus areas.
- Collaborate with senior stakeholders across the Council to drive resource-management initiatives, and report confidently on outcomes.
Qualifications and Experience:
- Proven experience in people management and organisational theory.
- Strong background in resource management, workforce planning, and strategy development.
- Knowledge of Council procedures and working practices related to procurement, recruitment, training & development, and EDI.
