First Rail Stirling is a brand-new enterprise and start-up rail operator that will run an exciting long-haul train service crossing the entire country. The service will run from London to Stirling, reuniting Stirling with a direct service to the West Coast of England during the day. We are transforming the way people think about train travel, empowering our team from different backgrounds to make it a great experience for our customers.

We are recruiting for a Safety and Security Manager for Lumo/First Rail Stirling, to work as part of our Safety, Security and Sustainability Team which supports all three Open Access companies (Lumo/First Rail Stirling & Hull Trains).

Responsibilities:
  • Support the development of the Safety Management System (SMS) ensuring compliance with legislation, including UK Health, Safety, Security and Environment legislation as well as railway standards and guidance.
  • Develop effective relationships with stakeholders and interfacing companies, particularly Network Rail, RSSB, British Transport Police (BTP) and the Office of Road and Rail (ORR).
  • Provide guidance and support on the day-to-day application of SMS arrangements and implement improvements where appropriate.
  • Lead on security and own the security procedure, supporting Service Delivery Directors at each company.
  • Undertake planned audits as part of the annual audit plan.
  • Manage the process for investigations into occupational safety adverse events, providing support to investigators.
  • Work with other Safety and Security Managers to ensure the risk assessment library is maintained, reviewed and kept up to date.
  • Monitor safety, security and environmental trends and highlight where adverse trends may emerge.
  • Provide support and guidance on the application of the SMS, escalating matters where necessary.
  • Identify changes within Lumo/First Rail Stirling that may trigger the safety management of change process.
  • Support with the implementation and delivery of actions within the safety, security and environment plan.
  • Maintain the SMS, ensuring compliance with relevant legislation, industry standards and best practice whilst driving continuous improvement.
  • Ensure that the recording, reporting and investigation of accidents and incidents is conducted in accordance with the SMS and industry regulations.
  • Act as ‘Deputy Nominated Security Contact' for Lumo/First Rail Stirling.
  • Review and maintain the Occupational Adverse Event Investigation and Recommendations Tracker.
  • Compile and write reports as required.
  • Undertake on-call and contingency duties.
Qualifications and experience:
  • A formal safety management qualification (equivalent to NEBOSH general certificate or working towards).
  • Lead Auditor qualification (preferably to ISO 45001, if not then ISO 9001 or ISO 14001) is highly desirable.
  • Experience in a safety or risk management role, preferably with three years' experience in rail or another highly regulated industry.
  • Excellent communication skills, both written and verbal, with the ability to influence others at all levels.
  • Experience of writing safe methods of work and safety procedures is highly desirable.
  • Able to use all Microsoft Office programmes.
  • Ability to work on own initiative, self-motivated and able to set and achieve demanding targets and objectives.
