Our Client has a requirement for a MEICA & Commissioning Lead, who will be required to work on a contract basis in the Thames Water Region.
Role Purpose: Responsible for leading, planning, and delivering all MEICA and commissioning activities throughout the project lifecycle, ensuring delivery is achieved safely, on programme, within budget, and in line with Thames Water framework expectations. The role will involve close liaison with designers, suppliers, subcontractors, construction teams, and client representatives to ensure successful project delivery across complex water and wastewater projects.
Job Role Responsibilities:
- Lead, manage, and develop MEICA and commissioning activities across projects.
- Ensure delivery aligns with project programme, budget, quality, and safety requirements.
- Liaise with MEICA designers, suppliers, subcontractors, site teams, and Thames Water stakeholders.
- Manage and optimise value through standardisation, consistency, and best practice.
- Fully understand project MEICA and commissioning scope, including interfaces, outages, coordination issues, and project risks.
- Review subcontract technical specifications and appendices for compliance with Thames Water standards, British Standards, and WIMES requirements.
- Attend and lead MEICA and commissioning meetings as required.
- Ensure commissioning activities are managed in line with Thames Water framework expectations.
- Lead production of commissioning manuals, ACD folders, and O&M manuals.
- Identify and manage risks and opportunities for inclusion within the Risk & Opportunity Register.
- Coordinate and resolve design and supply chain interface issues.
- Attend site meetings, workshops, and technical reviews where required.
- Produce meeting minutes, actions, and technical guidance as necessary.
- Liaise closely with site construction teams and subcontractors to support successful project delivery.
- Ensure compliance with all health, safety, environmental, and statutory procedures.
- Promote health, safety, and environmental best practice across all project activities.
- Participate in client inspections and audits where required.
- Carry out duties as an LV AP(E) or AP(M) where required.
Experience / Skills / Knowledge / Qualifications:
- Minimum 10 years' experience in MEICA design, delivery, and commissioning within large complex water or wastewater process plants.
- Previous experience working as an Electrical or Mechanical Authorised Person on complex systems.
- Experience working for a main contractor delivering water and wastewater process engineering projects.
- Strong understanding of the MEICA design, delivery, and commissioning process including: Early Contractor Involvement (ECI), De-risking, Design reviews, RAMS collation and review, Quality Plans, ITPs, Check sheets, Programmes, Manuals and handover documentation.
- Proven ability delivering multiple projects from design through to commissioning and handover.
- Strong leadership and stakeholder management skills.
- Relevant engineering HNC or engineering apprenticeship with experience in MEICA delivery within a multi-discipline environment.
- Valid CSCS/ECS card or equivalent project certification.
- SMSTS qualification.
- First Aid at Work qualification.
- Good knowledge of standards, safety rules, and statutory legislation relevant to water industry projects.
- Excellent communication and coordination skills with the ability to engage effectively with all project stakeholders.
- Valid Blue Water Hygiene Card and Thames Water Passport.
- Professional membership with IET, IMechE, or SOE desirable.
- EngTech, IEng, or CEng registration desirable.
