Purpose of the Role
To ensure that, through effective Procurement and Supply Chain Management, the Company maintains a leading-edge procurement function. The Buyer will be responsible for sourcing goods, materials, plant, equipment, and services on time, within budget, and to the required specification/quality.
Key Responsibilities
- Prepare and issue RFQs as a Buyer.
- Negotiate commercial terms, conditions, and levels of service (including KPIs) with suppliers.
- Prepare and issue purchase orders with correct terms and optimum commercial conditions.
- Develop, implement, and manage Regional supply agreements, supporting Buyers across projects.
- Manage critical path items through to delivery.
- Measure the effectiveness of the procurement function against actual tender allowances and adjust accordingly.
- Prepare, develop, and monitor Project and Regional level Buyer/Procurement Plans.
- Assist with the development and implementation of standard subcontract documentation.
- Assess and approve suppliers.
- Maintain and enhance the IFS database and other software and processes.
- Assist in resolving any queries raised by the Supply Chain, including invoice queries.
- Develop and maintain close working relationships with all key stakeholders.
- Ensure subcontractors have the appropriate levels of insurance and maintain records.
- Input to departmental procurement procedures where required.
- Take part in internal and external audits where required.
- Undertake and provide Buyer-specific training for IFS if needed.
- Ensure continuous professional development by participating in external networking, conferences, and training.
- Maintain a positive and solution-oriented approach to work.
- Undertake such other duties, training, and/or hours of work as may reasonably be required and which are consistent with the general level of responsibility of this Buyer role.
Minimum Requirements
- Minimum of 5 years' experience as a Buyer in the Construction/Utilities sector.
- Construction/Utilities Technical Qualification.
- Strong character, comfortable challenging supply chain and colleagues at all levels.
- Commitment to carrying out purchasing duties in line with the CIPS Code of Conduct.
- MCIPS or RICS, or willingness to work towards.
