FJA are recruiting on behalf of a leading integrated design and build contractor in the water sector for Proposal Engineers to strengthen their Pre-construction / Proposals team.

Proposal Engineer Role: Reporting directly to a senior member of the Pre-construction leadership team, you will be responsible for the management, coordination and preparation of tenders – the role focuses on delivering civil, process and MEICA engineering tenders in line with client requirements. You will support successful bid delivery across multiple water sector frameworks, working collaboratively with internal teams, clients, and external stakeholders.
Proposal Engineer Responsibilities:
- Manage and coordinate the timely preparation of tenders for civil, process and MEICA engineering works
- Develop and implement tender strategies to maximise success
- Manage client interfaces and maintain strong working relationships
- Oversee and control tender development costs
- Identify, manage and mitigate risks associated with tenders
- Coordinate design inputs and support design development for enquiry and estimating purposes
- Prepare and coordinate estimates for civil and MEICA works
- Monitor tender progress and performance against programme and budget, reporting any variances
- Manage external stakeholders, including supply chain and JV partners
- Support and develop team collaboration, including joint venture relationships
- Capture and manage feedback from completed tenders to support continuous improvement and knowledge sharing
- Ensure all governance, risk and procedural requirements are followed and appropriately authorised
- Maintain strong commercial awareness and understanding of the operating environment
- Encourage development of colleagues and support team growth
- Ensure confidentiality and professionalism in all interactions
- Represent the company positively in all internal and external engagements
- Commit to continuous professional development through industry engagement and networking
- Undertake additional duties as required in line with the role
Essential Requirements:
- Proven proposals / bid experience, ideally within the water or wastewater industry
- Ability to prepare tender programmes and manage bid timelines
- Strong understanding of design and construction, including buildability and materials selection
- Knowledge of contract conditions and specifications commonly used in the water sector
- Understanding of framework and partnering delivery models
- Experience in risk identification and management
- Knowledge of water industry processes, equipment and services
- Strong organisational and stakeholder management skills
Desirable Requirements:
- Degree qualified in an Engineering discipline
- Membership of a relevant professional institution
