We are working with an NHS organisation who are seeking to appoint an Interim PMO Manager for CIP. The role will start ASAP and will be between bands 7 and 8b under NHS Agency capped daily rates (depending upon experience). It is essential for this role that candidates have a proven history of CIP identification, development and delivery. Some hybrid may be available; however, the expectation is that this will be mainly onsite and the Trust are based in the South East of England.
Main responsibilities:
- Provide expert change and programme management expertise and lead in collaboration with Divisional colleagues, both small scale and complex, large-scale programmes to deliver objectives.
- The post holder will be responsible for leading a number of complex large-scale programmes and the associated business change activities.
- Responsible for the successful delivery of the required outcomes, including governance and assurance, monitoring, risk management and ensuring the business is ready for change.
- The post-holder will be responsible for leading transitional processes as part of our improvement partnership, either involving the transfer of existing portfolio programmes from corporate areas into the Divisions as well as supporting the embedding and sustaining of new improvements once designed and implemented.
- The post-holder will act as a convener, bringing multiple stakeholders with differing perspectives and views together with a shared purpose and vision.
Job summary:
The PMO plays a crucial role in ensuring the effective governance, coordination, and tracking of all CIP initiatives, providing structured oversight, risk management, and financial validation across all savings workstreams. The key roles and responsibilities are:
- Establish & maintain the governance framework to ensure CIP projects align with strategic objectives.
- Ensure compliance with NHS Trust financial and operational policies.
- Provide independent challenge and scrutiny of savings plans to ensure they are realistic, deliverable, and risk-mitigated.
- Act as the central coordinating body for all CIP workstreams to prevent duplication & maximise efficiency.
- Ensure all divisional teams work within a consistent project management framework.
- Facilitate collaboration between corporate and operational teams to ensure alignment of savings initiatives.
- Work alongside the finance function to maintain the CIP Dashboard to track financial and operational delivery of savings schemes in real time.
- Provide regular progress updates to the Savings Programme Board, FPPC and Trust Board.
- Identify underperforming schemes early and escalate risks for intervention.
- Develop a CIP risk register to monitor and manage project risks.
- Ensure all risk mitigation plans are in place for high-risk initiatives.
- Conduct post-implementation reviews to capture lessons learned and drive continuous improvement.
- Identify opportunities from benchmarking and best practice.
- Support to review budgets with finance assistance and identification of CIP.
- Testing of CIP ideas to validate feasibility i.e. cash releasing.
- Support learning and assist completion of formal PID documentation and QIA/ FIA processes.
- Support phasing of plans to ensure deliverable and robust.
- Ensure consistent use of project management methodologies across all savings schemes.
- Develop and maintain standardised project templates, reporting tools, and assurance frameworks.
- Provide training and support to divisional teams on best practice project delivery techniques to ensure smooth skills transfer.
The ideal candidate will have:
- A proven history of CIP identification, development and delivery.
- PMO experience within an NHS setting.
- Project Management qualification i.e. Prince 2.
- Credible project management expertise and delivery.
