About the job.
We\’re looking for a Cost Intelligence Manager to join our Business Services Directorate, to provide advice and support to the business on commercial issues to enhance National Highways capability as an informed and intelligent commercial client.
You\’ll provide support in evaluating and reporting the cost base, cost drivers and efficiency delivery across capital and revenue programmes and will interpret cost data and supporting the creation of information and intelligence and recommending how the use of cost intelligence can improve performance and investment decisions.
The role will be worked on a hybrid basis with a minimum of 40% of the working week in the office.
- Managing and developing the Cost Intelligence Analysts and Senior Intelligence Analysts as appropriate and ensuring that they comply with all relevant health and safety policies and procedures.
- Leading commercial work streams designed to enhance National Highways reputation and as informed and commercially intelligent client across capital programmes.
- Supporting the design and implementation of robust processes and systems for cost capture and cost base reporting. Supporting assurance of cost intelligence, ensuring the quality of reporting withstands scrutiny internally and externally.
- Interpreting complex commercial data and identifying trends and conclusions based on this analysis.
- Supporting the design and implementation of end-to-end sub processes for cost intelligence, and reporting on opportunities for improving sustainable value for money and investment decisions.

- Studying for an appropriate professional qualification or already have a degree.
- Commercial and financial management, and economic analysis understanding.
- Process and system development experience, with advanced data analysis capability.
