A hands-on technical role responsible for the operational stewardship, governance, and continuous improvement of the FRC’s technology landscape. Working in close partnership with the Enterprise Architect, IT Managed Service Partner, Director of IT & Business Services, and divisional stakeholders, the Technical Lead ensures that newly designed and implemented architectural solutions are effectively transitioned into Business-as-Usual (BAU) support, maintained to agreed standards, and optimised over time. The role acts as the technical custodian of enterprise systems; ensuring stability, resilience, performance, and alignment with architectural principles.

Key Responsibilities:

  • Work closely with the Enterprise Architect to transition new architectural designs and solutions into operational service, ensuring clarity of ownership, documentation, and support models.
  • Act as a technical lead across the live IT estate, ensuring system stability, performance, security, and resilience.
  • Work closely with the Service Relationship Manager to provide technical oversight and governance of the third-party IT Managed Service Partner, ensuring service quality, adherence to standards, and effective issue resolution.
  • Review and assess technical change requests for impact, risk, and alignment with established architecture.
  • Lead technical analysis of incidents, recurring issues, and service challenges, identifying root causes and sustainable resolutions.
  • Maintain technical documentation, standards, and system architecture artefacts for live environments.
  • Support lifecycle management of platforms and infrastructure, including upgrades, patching strategy, decommissioning, and technical debt reduction.
  • Collaborate with Security & Resilience Team to ensure that projects align with agreed security principles (including Secure By Design) and operational readiness requirements.
  • Facilitate technical review sessions with IT and business stakeholders to evaluate system performance, risks, and improvement opportunities.
  • Contribute to Technology Roadmap refinement by identifying operational constraints, risks, or optimisation opportunities within the existing landscape.
  • Ensure security, compliance, and regulatory considerations are embedded in operational technology management.

Knowledge Expertise:

  • Strong technical breadth across enterprise systems, infrastructure, cloud services, security, and integration patterns.
  • Experience supporting enterprise architecture in operational environments.
  • Understanding of service management principles (ITIL or similar).
  • Ability to interpret architectural designs and translate them into sustainable operational models.
  • Experience working with third-party managed service providers.
  • Strong understanding of change control, risk management, and technical governance.
  • Ability to balance stability with innovation and incremental improvement.
  • Comfortable operating across both agile and structured delivery methodologies.
  • Builds effective working relationships across Corporate Services and wider business functions.
  • Acts as a trusted technical advisor to senior stakeholders on system capability, risk, and operational considerations.
  • Communicates complex technical concepts clearly to both technical and non-technical audiences.
  • Works collaboratively with the Enterprise Architect, ensuring alignment between future-state design and current-state operations.
  • Facilitates constructive engagement with third-party partners to drive accountability and service excellence.
  • Adaptable and responsive in a changing organisational environment.
  • Provides independent, technically sound judgement on operational and change-related decisions.
  • Considers enterprise-wide impact when assessing system changes.
  • Proactively identifies technical risks and mitigation strategies.

This is a significant opportunity for a Technical Lead to ensure the long-term effectiveness, resilience, and sustainability of the FRC’s technology estate. The role ensures that architectural vision translates into operational reality, enabling the organisation to realise value from technology investments while maintaining stability and control.
