Job Purpose
The Training & Competence (T&C) Manager will be responsible for designing, delivering and maintaining the firm's T&C framework.
The role will ensure that all regulated individuals, including Financial Advisers, Investment Managers and Appointed Representatives, achieve and maintain Competent Adviser Status (CAS).
Working closely with Compliance, Risk and senior management, the T&C Manager will bridge the gap between regulatory compliance and professional development, helping to ensure the firm consistently delivers good client outcomes in line with the FCA's Consumer Duty and the Senior Managers and Certification Regime (SM&CR).
Key Responsibilities
Framework Management & Supervision
- Manage, maintain and regularly review the firm's T&C scheme to ensure it remains aligned with FCA regulatory requirements and business strategy.
- Oversee a dedicated panel of advisers, monitoring their progression towards and maintenance of Competent Adviser Status (CAS).
- Conduct formal assessments and sign-offs for new-to-role advisers, ensuring they demonstrate the required competence before advising clients independently.
- Maintain appropriate records of supervision, competence assessments and development activity.
Monitoring & Quality Assurance
- Conduct regular live or recorded client meeting observations, assessing communication, advice quality, technical competence and client-facing skills.
- Monitor adviser risk scorecards, file-checking results, KPIs and complaints to identify trends and potential areas of concern.
- Undertake root-cause analysis following compliance or advice failures.
- Develop and implement appropriate corrective action and development plans where required.
- Work closely with Compliance and Risk teams to ensure emerging risks are identified and addressed promptly.
Coaching & Professional Development
- Deliver constructive and documented one-to-one feedback following observations, file reviews and assessments.
- Provide technical coaching and support to address individual knowledge gaps, including areas such as pensions, investments and tax planning.
- Develop individual training and development plans where required.
- Monitor and validate mandatory Continuing Professional Development (CPD) requirements.
- Support advisers in maintaining and developing their technical and professional competence.
Regulatory & Governance Reporting
- Ensure T&C activity supports and provides appropriate evidence of the FCA's Consumer Duty outcomes.
- Maintain accurate, comprehensive and audit-ready records of supervisory activity, competence assessments, certifications and fit-and-proper assessments.
- Prepare regular T&C management information and reporting for senior management, the Board and relevant Risk or Governance Committees.
- Keep the T&C framework and supporting documentation up to date with relevant regulatory developments.
Skills, Qualifications & Experience
Qualifications
- A regulated financial planning or investment advice qualification at RQF Level 4 is essential, such as the CII Diploma in Financial Planning or CISI Investment Advice Diploma.
- A recognised supervisory qualification, such as CII J07 β Supervision in a Regulated Environment or equivalent, would be highly desirable.
- Evidence of ongoing professional development and commitment to maintaining technical knowledge.
Essential Experience
- Minimum 3β5 years' experience within a T&C, compliance monitoring, supervisory or similar role within a UK wealth management or financial planning environment.
- Strong operational understanding of relevant FCA requirements, including COBS, SM&CR, the Training & Competence (TC) sourcebook and Consumer Duty.
- Demonstrable experience of assessing, coaching and developing Financial Advisers.
- Experience conducting adviser observations, file reviews, competence assessments and CAS sign-offs.
- Experience identifying advice or compliance risks and implementing appropriate remedial or development plans.
- Proven ability to build effective relationships with advisers, senior stakeholders and wider business teams.
