About the FCA and team:

We regulate financial services firms in the UK, to keep financial markets fair, thriving and effective. By joining us, you’ll play a key part in protecting consumers, driving economic growth, and shaping the future of UK finance services. Sitting within the Specialist Directorate, the Resolution Strategy, Operations & CASS (ReSOC) department leads the FCA’s efforts to enhance client asset protection - thereby boosting consumer protection and market integrity - through risk assessment, data analysis, and supervision of firms’ compliance with the Client Assets Sourcebook. The department includes the Client Asset Safeguarding and Resolution Policy and Strategy team.

In the team, you will join a group of dedicated policy professionals who are focused on shaping creative, pragmatic and evidence-based policy solutions to help protect consumers, support economic growth, and shape the future of UK financial services. The team focuses on developing and maintaining the regulatory framework that helps to keep customer assets safe when they are held by financial services firms and to minimise the harm caused by such firms’ failure. Some examples of the team’s current and recent work include developing a custody regime for crypto assets, introducing a payment safeguarding regime, and producing guidance for insolvency practitioners on how to approach regulated firms.

Role responsibilities:

  • This role is an exciting opportunity to work on key Client Asset Safeguarding & Resolution policy issues for the FCA. In contributing to this work, you will have the opportunity to:
  • Gather intelligence and information and apply and build your analytical skills, and creativity to help identify policy issues and develop solutions that help to keep customers’ assets and money (including in digital form) safe and to minimise harm when firms fail.
  • Help address emerging challenges and ensure our approach to client asset safeguarding and resolution is fit to meet current and emerging challenges – including through the team’s work on digital assets which is a key area of focus.
  • Apply and enhance your technical skills in client asset safeguarding and/or resolution and provide policy input on CASS-related queries and rule modifications/waivers.
  • Gain experience in and help to manage the FCA policy making process.
  • Draft and present policy proposals, committee papers, guidance and other policy papers for colleagues across the FCA and externally.
  • Help to build and manage productive stakeholder relationships and work with policymakers, supervisors and other specialists across the FCA and beyond.

Skills required:

  • Minimum:
  • Knowledge and experience of working in a regulatory/public policy role related to financial services, or a demonstrated working understanding and/or application of financial services regulation including approaches to safeguarding client assets, and/or resolution knowledge and/or digital assets knowledge.
  • Experience in applying analytical skills to break down complex problems; identify, analyse and evaluate helpful quantitative and qualitative data and draw reasoned and logical conclusions; and use judgement (whether gained in industry, research, economics, or policy work) to develop and assess potential practical solutions.
  • Effective written and oral communication skills, including the ability to distil complex issues into succinct messages; structure and draft reports clearly and to a high standard; and write presentations and present recommendations confidently to a variety of internal and external stakeholders.
  • Essential:
  • A collaborative approach and ability to think creatively about new and emerging regulatory issues.
  • A motivation for work that is both strategic and technically challenging; an ability to understand both, the big picture and the detail; and the curiosity to learn.
  • Experience of stakeholder management, building constructive relationships and getting in buy-in effectively.
  • Good self- and project management skills to plan and drive forward work to meet at times challenging deadlines, while also having the flexibility to change priorities when required and the awareness to escalate when needed.
  • An understanding of the UK financial services market and how firms operate within it – with an understanding of digital assets and their use cases a plus.
