We are recruiting a n exciting opportunity for an experienced deputy MLRO to join our Intelligence Tactical Enquiries & Research Team (ITER) , within Enforcement Intelligence Support Services (EISS). The Intelligence departments play a central role in the FCA’s mission to combat financial crim e by provide intelligence capabilities, advice and support to all areas of the FCA, contributing directly to the delivery of its objectives.

The departments within EISS maintain a broad network of domestic and international stakeholders and partners. This collaborative eco-system is essential in addressing complex issues such as Fraud and Money Laundering, which demand a coordinated response from regulators, law enforcement, government bodies, businesses and the public. This role will support that collaborative effort, ensuring intelligence is effectively used to inform decisions and drive forward enforcement and regulatory activity across the FCA and beyond.

What will you be doing?

As a Deputy MLRO and working with another Lead Associate, you will have responsibility for activities consistent with the FCAs MLRO function to ensure the FCA complies with its obligation to report suspicious activities related to money laundering, terrorist financing and proliferation finance . Working with the other Deputy MLRO you will:

  • A ct as a SPOC for review and transmission of FCA submissions

  • P rovide technical advice to wider business areas on reporting suspicions of money laundering etc

  • P rovide regular reporting on the FCAs compliance with legislation

  • L ead on the education and awareness strategy that underpins the internal process

  • You will be responsible for leading on recommendations for the MLRO function in future to ensure greater resilience and efficiency – and you will start implementing the foundations of that new way of working

  • For all MLRO issues you will report via the SID HoD in a matrix management arrangement. And you will report on a regular basis to the FCAs MLRO on the FCAs compliance with the legislation

  • Using skills, previous experience and knowledge to handle Defence Against Money Laundering (DAML) referrals and look to develop and improve the process identify new ways of working across the FCA

  • Working collaboratively with the ITER Manager and Lead Associate to coordinate and manage the demands upon the team (resource management & planning), with consideration of relevance to FCA strategy, content, timelines and confidentiality

  • Delivering through others and line managing those who are supporting the delivery of intelligence to stakeholders and partners

  • H andling of financial intelligence received by the FCA and broader work conducted by the ITER team

  • Ensuring compliance with FCA data & records management policy, National Intelligence Standards and broader professional behaviours of the team

Minimum

  • Experience acting in the role of Deputy MLRO or MLRO-equivalent functions within law enforcement or industry environments

  • Experience as a practitioner in intelligence capabilities, techniques and products, including their content, application and dissemination protocols

  • Experience in developing and maintaining effective relationships with internal and external stakeholders

Essential

  • Knowledge of and preferably certification through, the Intelligence Professionalisation Programme’s Intelligence Analyst qualification; for MLRO aspects, ideally holding the ICA Advanced Certificate in Anti-Money Laundering, ICA Advanced Certificate in Governance, Risk and Compliance, or ACAMS: Building an AFC Compliance Program. Extensive relevant experience may also be accepted

  • Understanding of key legislation relevant to the role, including the Financial Services and Markets Act 2000 (FSMA), Money Laundering Regulations 2017, Proceeds of Crime Act 2002 and the broader financial services sector and UK Economic Crime landscape

  • Accreditation at AFI or FIO level with the Proceeds of Crime Centre, enabling management and handling of sensitive financial intelligence products

  • Strong knowledge of the National Intelligence Model, with a clear understanding of what constitutes ‘good’ intelligence and how to apply this within role responsibilities

  • Proficiency in securely storing, sharing and handling intelligence (including sensitive information), managing records systems and tools, ensuring confidentiality and a working knowledge of GDPR and related data sharing legislation. Additionally, experience in people management, including workforce planning, welfare and career development

  • Accuracy, and ability to manage competing demands and shifting deadlines

  • Ability to flex styles and influence stakeholders at all levels, managing expectations, problem solving and being lawfully audacious
