The predicted salary is between 36000 - 54000 Β£ per year.

  • up to Β£45,000.00 per annum
  • Hybrid & flexible working – up to 2 days per week working from home with core hours, allowing you to flex your start and finish time.

FIM (Fulcrum Infrastructure Management) is a management services company, managing social infrastructure assets on behalf of our parent company; global infrastructure investment company, Meridiam.

Our Welsh Education Partnership asset (WEPCo) is a joint venture and long-term partnership between the Development Bank of Wales (The Welsh Government) and Meridiam, with a view to design, build, finance, operate and maintain educational infrastructures over 25 years.We are looking for a highly skilled Assistant Technical Project Manager to join the team in Cardiff.

The Role

You will work across WEPCo’s first College Campus, for Cardiff and Vale College (CAVC) on the development of their two new campuses at Barry Waterfront and Cardiff Airport, South Wales. Your key responsibilities will be to assist in monitoring that the design and construction delivery is in accordance with the Project Agreement requirements and subsequently manage the operation of the asset.

Your technical expertise will be crucial as you will attend and contribute to technical and progress meetings to resolve design challenges and facilitate successful project delivery.

You will work collaboratively with the Technical Project Manager, assisting across design, construction, programme, cost, H&S, quality and community benefit delivery, and support the FM Service Provider in upholding robust health and safety procedures across all operational areas. You will Input into lifecycle discussions with specialists, to ensure the design continues to support Project Co’s lifecycle strategy.

Key elements of this role include monitoring the construction programme and identify key risks and deadlines, assist in the Review and Design and Certification Procedures and working Work with the TPM during operational phase to ensure that the relevant Service Delivery Proposals of the hard FM Services provider are in place and understood prior to handover.

About you

You will possess strong communication skills, as you will be required to act as Project Co representative in technical matters and liaise confidentially with a variety of stakeholders including CAVC, Welsh Government, contractors, LTA’s and others. You will value strong working partnerships and ensure high levels of client satisfaction throughout the project lifecycle.

The ideal candidate will bring strong technical knowledge across design, construction and building systems (including M&E and ideally BIM), along with proven project and risk management skills. Experience working within public sector infrastructure, particularly PPP/PFI models, is highly valued, as is familiarity with CDM regulations and health and safety compliance. Strong reporting, problem-solving and budget tracking skills are essential, alongside adaptability in dynamic environments. A background in development, technical consultancy or construction is preferred, with some understanding of FM operations and lifecycle strategy considered beneficial.

You will be analytical, with exceptional communication & problem-solving skills that you can apply in a complex matrixed organisation. You will value data driven information and have an ability to interpret and report accurately, including presenting to the board when required regarding permits and consents, design and construction risks.

The ideal candidate will be educated to degree level, or equivalent experience/training in Project Management.

A comprehensive understanding of project companies, SPV\’s and complex project documentation in this environment is highly desirable.
