Reporting to the Chief Social Work Officer, this post holder will undertake the line management of the separate support teams involved in the Child Protection Committee, Adult Support and Protection Committee, Fife Violence Against Women Partnership, and MAPPA SOG. The post holder will create a unified Public Protection Support Team. The anticipated benefits of this are the strengthening of work across the boundaries of public protection, recognising that families and communities do not inhabit separate policy spaces.

Delivering high-quality Public Protection Services within the context of a partnership approach is the highest priority of Fife. This new exciting arrangement in Fife allows for collaborative practices across all partners to ensure a rigorous approach to public safety. This is an exciting time in Public Protection in Fife. The post holder will support our transforming Public Protection and will connect with the National developments led by the Care Inspectorate to support implementation.

The Person

  • Supporting the day-to-day functioning of Chief Officers Public Safety/Committees/Partnerships and associated working groups in line with national guidance and agreed terms of reference, including leading all administrative and business support functions.
  • Supporting the Chairs in discharging their own role and responsibilities.
  • Developing, maintaining and reviewing the Committee/Partnership strategic plan, annual business plan (or equivalent) and associated performance reporting requirements, including production of annual and biennial reports.
  • Developing, maintaining and reviewing work plans and associated performance reporting requirements for working groups aligned to the Committee/Partnership structure.
  • Supporting the implementation of agreed actions within Chief Officers Public Safety/Committee/Partnership strategic/business plans, with a specific focus on multi-agency developments and initiatives.
  • Developing, reviewing and evaluating policies, procedures and guidance as they relate to multi-agency public protection functions.
  • Developing, maintaining and reviewing systems for undertaking learning reviews (previously known as ICRs and SCRs) in line with national guidance.
  • On behalf of the committees: collate and analyse public protection data as it relates to multi-agency processes and approaches.
  • On behalf of the committees: plan, implement and report multi-agency self-evaluation activities, for example case file audits.
  • Managerial experience within a social work, health, education or police setting.
  • Experience of driving and delivering organisational and cultural change.
  • Managerial experience within public protection services.
  • Educated to degree level in Social Work or equivalent.
  • Achieved a relevant Post Qualifying Award in Protection or Leadership.
  • Ensure risk registers and delivery plans are core to the business of each committee.
  • Develop Quality Assurance Framework and Data Dashboard for the Public Protection Service.
  • Prepare and support inspections.
  • Be registered with the SSSC (if appropriate).
  • Ability to travel within Fife.

Before confirming your appointment, you will be required to obtain Protection of Vulnerable Groups (PVG) scheme membership, Enhanced Disclosure through Disclosure Scotland.
