Job Ref: 23/EP/19 Job Title: Weighbridge Operator/General Operative Reports to: Recycling Centre Supervisor or other Senior Officer Responsible to: Head of Waste Management Directorate: Environment and Place Duration: Permanent, Part-time Hours: Averageof32hrsovertwo weeks,additionalhoursmayberequiredtomeet the needs of the post Location: GortrushDepot,Omagh.However,thepostholdermayberequiredto work at other areas across the district as directed. Salary: Scale21;SCP5-7;£12.85-£13.26(pro-rata)perweek Salary will be paid on a monthly basis Main Purpose of the Post: To assist in provision of an efficient weighbridge operation and carry out associated clerical support tasks and any on-site duties allocated. Service Delivery: Toundertakethedutiesof thepost,atalltimes,inamannerthatenhancesandpromotes a positive image of the Council and its employees. Todealwiththeon-siteusers inapoliteandcourteousmanner. Towork,aspartof theteam,duringperiodsofadverseweatherconditionsandassistwith, for example – gritting, snow clearance, debris clearance and sandbagging. Health and Safety: To take reasonable care for health and safety of self and others, at all times, in accordancewithHealthandSafetylegislationandtheCouncilsCodesofPracticeand procedures. Toexercisepropercareinthehandling,operatingandsafeguardingof tools,equipment, vehicles or appliances in the operation of allocated duties. Ifrequired,beresponsible,undersupervision,forthesafeuse,storage,handlingand recording of chemicals according to COSSH procedures. Tofollowsafesystemsofworkingandattendtoolboxtalksasrequired. To attend all health and safety related courses. Useandmaintainequipmentprovidedsuchasloneworkingdevices,mobile communications and logging systems for maintenance management. Report accidents / incidents and near misses Recording and Reporting: Recordandreportdetailsofallmaintenanceissues,defects,damages,andcomplaintsto Line Manager. Touseandavailofelectronictechnologyi.e.mobilephonesprovidedforcommunication purposes. Report damage to onsite Council property e.g signs, equipment, etc Learning and Development: To participate in planned learning and development and undertake designated training to ensureknowledgeandskillsarekeptup-to-date i.e.CustomerCare,Recyclinganddutyof Care Regulations etc. To identify learning and development opportunities that will assist with improved service delivery. Policies & Procedures: To comply with all Councils policies and procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol. Listed below are key duties of the role of Weighbridge Operative. This list is neither exhaustive nor exclusive. Main Duties of the Post: To assist in the provision of an efficient weighbridge facility for domestic and trade waste entering the Civic Amenity Site/Waste Transfer. To operate a computerised weighbridge facility for vehicles entering/leaving the site and provide a range of general clerical duties in support of the facility such as dealing with telephone calls, upkeep of site recording and inspections; process relevant on-site documentation and collate data as required (monthlyfinance reports, invoicing customers, monthly data on waste levels entering site etc.) Monitor the types of materials coming on site and ensure that materials outside the site licensearerefusedorquarantinedintheappropriatearea.Completionofassociatedwaste inspection and rejection documents Categorise waste arriving at site including identification of commercial waste loads/customers to ensure compliance with the site charging policy. By the use of the on- site traffic control barriers, safely control the flow of traffic through the site. Ensure the Duty of Care Legislation is enforced regarding gathering and filing of Waste Transfer Notice, checking Waste Transfer License etc. Provide advice, direction and support to all facility users in the separation of materials for recycling and ensure site user compliance with health and safety procedures including control and enforcement of the Wheelie bin ban policy and Hi-Vis controlled areas. Assist the site attendants in checking/securing the site at closing time. Ensure site is litter free and tidy and undertake necessary cleaning duties.Follow the lone worker procedure in relation to closing arrangements. General: ToensurefullcompliancewithallHealthandSafetyatWorklegislationinaccordancewith the Councils Health and Safety at Work policy and all associated procedures and guidance and to be an advocate for high standards of Health and Safety performance.
