Job summary
Main Purpose of Job: To assist Fermanagh and Omagh District Council in the delivery of an effective and proactive Emergency Planning Service, from emergency preparedness, response, mitigation and recovery.
Main Duties of the post:
- To assist Management to prepare, test and continuously review the Councils Integrated Emergency Management Plan to minimise the impact of a civil emergency on people living, working or visiting the district, taking appropriate steps in response to any deficiencies identified.
- To assist Management to prepare, test and continuously review the Business Continuity Plans to identify the activities required to keep the Council operating during a period of displacement or interruption of normal operations, taking appropriate steps in response to any deficiencies identified.
- To develop and maintain collaborative working relationships with relevant partner organisations to support effective multi-agency emergency planning arrangements.
- To represent the Council through attendance at emergency planning related training, exercises, courses, workshops and seminars as well as at meetings in response to emergency situations arising in the District.
- To represent the Council and play an active role in a number of local and regional emergency planning groups.
- In partnership with the Regional Community Resilience Group, support communities to harness local resources to prepare for, respond to and recover from emergencies.
- To participate in the co-ordination of Council services and resources in response to an emergency, including the provision of proactive advice and support to those present in the Emergency Management Centre or at online meetings of the Strategic or Tactical Teams.
- To facilitate the provision of a comprehensive programme of emergency planning exercises for Senior Managers, including the design and delivery of such exercises and incorporating learning from these exercises into the Councils emergency planning arrangements.
- To establish a list of Emergency Support Centres (ESCs) throughout the District and make arrangements for the activation of ESCs as requested through multiagency partners.
- To facilitate and chair meetings of the Councils Emergency Planning Implementation Group.
- To inform the Council and Senior Managers of the implications of emerging legislation, or good practice examples, for the improvement of Emergency Management and Business Continuity arrangements within the Council.
- To liaise and co-operate with the SEPG Resilience Manager during all stages of the Emergency Planning cycle.
- To ensure the councils emergency planning arrangements integrate into sub regional emergency planning arrangements.
- To ensure that the Councils section on the Resilience Direct website is reviewed and updated in a timely manner.
- To ensure that Elected Members, staff and all relevant stakeholders receive sufficient information to allow them to participate effectively and appropriately in the response to an Emergency.
- To participate in the development and monitoring of Performance Measures for the function.
- To maintain up to date technical knowledge and expertise in all stages of emergency planning, through continuous professional development, research and networking.
- To work collaboratively with the Communications team regarding information dissemination and communications.
General:
- To comply fully with all Health and Safety at Work legislation in accordance with the Councils Health and Safety at Work policy and all associated procedures and guidance.
- To comply with all the Councils Policies and Procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol.

- Keep up to date with learning and development opportunities to ensure adequate skills and knowledge are maintained to allow effective performance in the role.
Essential Criteria
- Hold a 3rd level qualification and have a minimum of one years relevant experience or, in the absence of the above qualification, have a minimum of 3 years relevant experience.
- Relevant experience should include:
- Participation in, and facilitation of, meetings which included a range of people, including senior management.
- Implementation of strategies and plans.
- Maintenance of datasets and documents.
- Management of projects to meet targets and deadlines.
- Working flexibly on own initiative and as part of a multidisciplinary team.
