Join us as a Programme Manager and make an invaluable contribution to our Food Safety & Biosecurity! The Strategic Programme Manager - Public Sector makes a significant contribution to the management of Fera’s public sector framework portfolio and takes direct responsibility for a defined subset of frameworks, contracts, and customers (for example Fera’s requirements under the Environmental Science Research, Development and Evidence (ES RDE) Framework and HSE R&D Framework). The role will support the Director of Strategic Development - Public Sector across all of the requirements of the Specialist Science and Contingency Services (SSCS) Contract Management.
They will generate, lead and cultivate senior relationships across government departments, identifying and developing new channels for strategic support and ensuring deliverables are met consistently across existing contracts to drive growth across frameworks. Working alongside BU Heads, they will manage Fera stakeholders and scientists to ensure these high-profile projects are delivered responsively, according to all associated KPIs whilst also ensuring that all efficiencies are maximised. This role will report to the Director of Strategic Development - Public Sector and is an explicit part of the succession planning within the delivery of the SSCS. The role will provide progressive exposure to senior leadership engagement and portfolio-level accountability.
What you’ll be doing:
- To be responsible for the leadership of a subset of UK Government accounts, holding successful relationships with government departments, agencies, and ALBs.
- You’ll be responsible and accountable for key deliverables across frameworks and contracts including governance and commercial performance.
- Accountable for the reporting of deliverables including KPIs & compliance, revenue margins, risks, audit and forecasting.
- Capitalize upon existing relationships (and forge new relationships) to maximise the identification of new opportunities - identifying and developing new channels for strategic support.
- Manage defined subset of contracts.
- Manage and/or support supplier and sub-contracting relationships and deliverables.
- Lead operational customer relationships.
- Support bids and framework activity.
What we’re looking for:
- Experience managing public sector accounts/projects and/or relationships.
- Strong understanding of governance and audit requirements.
- Commercial and P&L competence and experience.
- Strong stakeholder and organisational skills.
- Experience working within a scientific or technical environment.
- Excellent negotiating and influencing skills.
- Experience collaborating with scientific or technical delivery teams.
- A working knowledge of UK public procurement and governance would be advantageous.
- Degree or equivalent experience in a scientific or STEM discipline would be advantageous.
