We are looking for a highly motivated and forward‑thinking Service Development Manager to join our Street Scene team at a time of significant transformation. This pivotal role will provide essential capacity and leadership to support the delivery of major programmes, service improvements, and strategic initiatives that underpin the Council's corporate priorities.
Reporting directly to the Director of Streetscene, you will act as a key enabler for change - leading the co-ordination of complex programmes such as preparations for local government reorganisation, systems modernisation, and the rollout of simpler recycling arrangements. You will oversee project milestones, manage risks, and ensure effective reporting to senior leaders.
A major aspect of the role involves developing and maintaining data dashboards to support evidence‑based decision‑making, drafting reports and consultation documents, and helping shape future policy and strategy for the service. You will also champion digital transformation, contract management improvements, and new ways of working across Street Scene.

About You
- Has substantial experience leading complex projects and programmes using recognised project management methodologies.
- Can confidently plan, deliver, and monitor multiple workstreams within tight deadlines.
- Possesses strong analytical skills and is able to develop effective performance dashboards and KPI frameworks.
- Demonstrates excellent communication skills, with the ability to write high‑quality reports and present confidently at senior levels.
- Can build strong working relationships across teams and with external partners.
- Is proactive, adaptable, and committed to continuous improvement.
- Has good ICT skills, including MS Office and project management tools.
- Has knowledge of local government and an understanding of Street Scene services. (Desirable)
