Fareham Borough Council is offering an exciting opportunity for an experienced and motivated professional to lead its ICT Business Systems Team. Reporting to the Senior ICT Manager, you will be responsible for the effective delivery, governance, support and ongoing development of key corporate systems, with particular accountability for financial and payment systems. This includes managing core platforms such as Technology One, Pay360 and NEC Revenues & Benefits, ensuring they are secure, compliant and optimised to support service delivery.

You will lead and manage a team, oversee system upgrades and improvement initiatives, and act as the primary escalation point for complex system issues. The role also involves close working with Finance, Revenues & Benefits, auditors and external suppliers, alongside responsibility for data reporting, statutory returns, and transparency publications.

You will play a key role in driving service improvement through automation, data insights and continuous review of processes, ensuring systems are used effectively and aligned to organisational priorities.

About You

You will have strong ICT and systems management expertise, with a solid understanding of financial systems, payments and compliance requirements. You should be confident analysing data, identifying opportunities for improvement and implementing effective solutions.

You will also bring excellent communication and interpersonal skills, enabling you to engage effectively with stakeholders across the organisation and with external partners. A customer-focused mindset is essential, along with the ability to manage competing priorities and lead a team in a fast-paced environment.

Experience of working with systems such as Technology One, Pay360 or NEC Revenues & Benefits would be advantageous, although not essential.
