That’s nearly a third of all adults in the UK.

We are Fair4All Finance. We are a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.

We are continuing our work following our latest round of funding, and as a result we are now seeking a Senior Programme Manager – Systems Change & Impact to play a central role in turning strategy into delivery across a complex and fast-moving portfolio of work. Sitting within the Systems Change & Impact team, the role brings structure, clarity and momentum to programmes spanning policy, research, engagement, communications and impact measurement.

This is a senior delivery role for someone who thrives in ambiguity, can manage multiple workstreams simultaneously, and is confident acting as a trusted adviser to senior colleagues and external stakeholders.

Key Responsibilities

  • Lead programme planning and delivery across the Systems Change & Impact portfolio, including budgets, timelines, milestones, governance and risk management.
  • Own and deliver high-quality management and progress reporting, including quarterly leadership reporting, Board inputs and tracking delivery against organisational goals.
  • Coordinate the cross-organisational research portfolio, developing progress reporting, supporting long-term planning and maintaining an active research community.
  • Facilitate strong cross-team alignment, ensuring systems change activity integrates effectively with Innovation & Development, Investment and Policy & Strategy pipelines.
  • Build and maintain collaborative relationships with external stakeholders and represent Fair4All Finance at sector events, roundtables and consultations.
  • Work with Communications colleagues to ensure evidence, insights and learning are communicated clearly and accessibly.
  • Provide leadership, coaching and mentoring to colleagues involved in systems change work, supporting capability development and continuous improvement.
  • Act as the Systems Change & Impact lead for legal, procurement, contract and supplier management, ensuring robust processes and value for money.
  • Ensure organisational policies, governance and compliance requirements are embedded in day-to-day programme delivery.
  • Apply agile approaches to adapt plans in response to new insights, risks or opportunities.
  • Significant experience delivering complex, multi-stakeholder programmes, ideally involving policy, regulatory or market-level change.
  • Strong understanding of financial services, inclusive finance or consumer-focused markets, and the barriers faced by people in vulnerable circumstances.
  • Demonstrable experience applying systems thinking, theory of change or impact frameworks in programme design and delivery.
  • Expertise in evaluation, insight generation, data interpretation and translating evidence into strategic recommendations.
  • Excellent stakeholder management skills, with confidence operating at senior levels across government, regulators, financial providers and civil society.
  • Strong commercial acumen, including experience with budgets, funding models, contracts, procurement or supplier management.
  • High levels of organisation and resilience, able to manage multiple priorities and deliver in ambiguous, changing environments.
  • Exceptional written and verbal communication skills, with the ability to tailor messaging for technical and non-technical audiences.
  • Experience working directly with government, regulators, industry bodies or policy-shaping environments.
  • Knowledge of financial inclusion, consumer vulnerability, credit markets or inclusive product design.
  • Experience leading or commissioning impact evaluations, research projects or large-scale insight programmes.
  • Familiarity with subsidy design, investment models or market-shaping incentives.
  • Experience building or facilitating cross-sector partnerships or communities of practice.

Founded in 2019, we are funded from the Dormant Assets Scheme. The scheme is led by the financial industry and backed by the UK government. This makes it possible for money in dormant bank and building society accounts to be used to help good causes.
