Fair4All Finance is a not-for-profit organisation working with Financial Services providers to improve the financial wellbeing of people in vulnerable circumstances by increasing access to fair, affordable and appropriate financial products and services.
We are continuing our work following our latest round of funding, and as a result we are now seeking a PMO Senior Manager (Programme Management Office) to establish and embed a step change in how we plan, prioritise and deliver our work. This role will have oversight of our full portfolio and work closely with the CEO and Leadership Team to ensure strategic priorities are translated into clear, deliverable plans.
The PMO Senior Manager will operate in a developing “PMO-light” environment, where structure is still being built and embedded. This role requires a highly hands-on individual who can lead and own the design and implementation of PMO disciplines, while working across a matrix organisation without a large dedicated team.
You will bring clarity, structure and insight to a complex, fast-moving environment—balancing rigour with agility in an organisation that is constantly testing, learning and evolving. Key Responsibilities- Establish and embed a proportionate PMO function that supports effective planning, prioritisation and delivery across the organisation.
- Provide oversight of the programme and project portfolio, ensuring alignment to strategic priorities and clear visibility of progress, risks, dependencies and resources.
- Design and implement programme tracking, governance and reporting frameworks to support Leadership Team and Board decision-making.
- Operate as a hands-on PMO lead, directly developing plans, tools, reporting and governance processes within a matrix environment.
- Translate strategic priorities into clear, trackable delivery plans, enabling effective prioritisation and resource allocation.
- Enable dynamic prioritisation and re-planning in response to learning, emerging evidence and new opportunities.
- Work with programme leads to monitor delivery, identify risks and constraints early, and ensure appropriate escalation and resolution.
- Drive consistent PMO disciplines, tools and ways of working, building capability across the organisation and improving delivery effectiveness.
- Designing, establishing and embedding a PMO function or programme management framework.
- Proven track record of hands-on delivery within complex programme or portfolio environments.
- Strong project and programme management capability, including managing multiple concurrent workstreams.
- Experience working in a matrix environment without dedicated delivery teams, influencing and coordinating across functions.
- Ability to translate strategy into practical, executable delivery plans.
- Experience producing clear, insightful reporting for senior stakeholders and Boards.
- Excellent communication, influencing and stakeholder management skills.
- Strong organisational skills with the ability to balance detail and big-picture thinking.
- Proficiency in programme/project management tools and Microsoft Office.
- Experience in not-for-profit, public sector, financial services or mission-led organisations.
- Experience in grant-making, investment delivery or systems change environments.
- Project management certifications (e.g. PRINCE2, APM or equivalent).
- Experience implementing or optimising PMO tools and methodologies.
- Exposure to financial inclusion or policy-driven environments.
- A hands-on, delivery-focused operator who is comfortable building structure from the ground up.
- Able to operate effectively in a matrix environment, influencing without direct authority.
- Highly organised, able to bring clarity to complex and evolving delivery landscapes.
- Comfortable working in ambiguity, balancing agility with structure.
- Strong relationship builder, able to work collaboratively across all levels.
- Pragmatic and solutions-focused, with a focus on what works in practice.
- Analytical and detail-oriented, with the ability to step back and see the bigger picture.
