Reporting to the Joint Director of Economy & Place, this role leads strategic leadership and delivery across both councils, turning shared corporate and place-based priorities into coherent strategies and programmes that deliver high-quality places, inclusive growth and community wellbeing. Focus is on ensuring complex programmes achieve measurable improvements.

Responsibilities

  • Strategic leadership and delivery of place-based programmes across Torfaen and Blaenau Gwent.
  • Develop and implement strategies that align with shared corporate and place priorities.
  • Ensure complex programmes achieve measurable improvements for places and communities.
  • Manage capital project delivery, urban design and stakeholder engagement.
  • Develop partnership relationships and influence regional and national conversations about public services.

Qualifications

  • Proven experience leading placemaking or regeneration programmes.
  • Comprehensive grasp of capital project delivery, urban design, and stakeholder engagement.
  • Excellent partnership development and strategic planning skills.
  • Knowledge of Welsh planning and placemaking frameworks.
  • Regional knowledge of Cardiff City Region, Tech Valleys Programme, or other relevant stakeholders/programmes is a definite asset.
