The sheer scale of Cornwall Council’s operations (with nearly 600,000 residents and a budget of over £1bn) means it’s vital that we are an empowering and enterprising organisation, securing great value for money and providing a consistently excellent customer experience. While we’ve made significant progress in recent years, there’s always more to do, and this role will be at the heart of the next phase of our transformation and improvement.
We’re building a new Resources and Performance service, overseeing financial insight and management, pensions and treasury, plus assessment, billing and collection, and business planning & performance. This integrated team will provide expert advice, as well as ensuring a single ‘line of sight’ on resources coming into the authority. Reporting to our COO and acting as Deputy s151, our new Service Director will be responsible for ensuring best-in-class financial administration, the development of our MTFS, and all related financial plans and strategy. Moreover, you’ll bring a highly commercial approach to the development of our traded services and associated companies.
Candidates will be highly capable, experienced and innovative resources professionals, able to bring system-level strategic thinking to the task of integrating priorities and outcomes across the council. As a member of the Council’s wider leadership team, you’ll make a cross-cutting contribution to a range of corporate workstreams and objectives, and you must have the credibility and interpersonal skills to provide assurance to colleagues, elected members and residents alike.
