FPC Global is seeking a Senior BMS Commissioning Engineer (CxA) to provide independent technical oversight, validation, and acceptance of Building Management Systems (BMS) and associated ELV and environmental risk monitoring systems across Tier III / Tier IV data centre developments. Acting on behalf of the owner/operator, the role ensures that control systems, monitoring platforms, and automated responses accurately reflect design intent, support operational playbooks, and demonstrate fault tolerance through Integrated Systems Testing (IST). This is a site-focused, assurance-led role requiring deep technical expertise in controls, systems integration, and mission-critical operations.
Key Responsibilities
- Act as Commissioning Authority (CxA) for BMS and integrated monitoring systems, representing the owner’s technical and operational interests.
- Define, review and enforce BMS commissioning strategies, acceptance criteria and readiness milestones.
- Integrated Systems Testing (IST) Assurance: Review, challenge and approve BMS-led IST methodologies and scripts in accordance with Uptime Institute Tier Standards. Witness and validate failure mode, redundancy and fault-tolerance testing, ensuring automated responses meet availability objectives. Confirm BMS supports operator situational awareness during degraded and fault conditions.
- Mechanical & Electrical Integration Validation: Independently validate BMS integration with mechanical systems (chillers, CRAH/CRAC, AHUs, pumps, valves, heat rejection plant) and electrical systems via EPMS (UPS, generators, switchgear, PDUs, STS). Verify sequences of operation, interlocks, alarms, trending and control logic accuracy.
- ELV Systems Acceptance (Client Representation): Own client-side acceptance of ELV systems, including access control and security monitoring, CCTV and video management interfaces, fire alarm monitoring and supervisory interfaces (where permitted), and network resilience and segregation supporting BMS / ELV platforms. Ensure ELV systems are fully integrated, documented and operationally visible. Validate commissioning and integration of water leak detection (WLD) systems across white space, plant areas and critical pathways. Confirm zoning, alarm prioritisation, escalation logic and operator response workflows. Witness leak-related IST scenarios and approve system acceptance. Act as client authority for rodent detection and environmental risk monitoring systems. Validate sensor coverage, alarm logic, escalation paths and BMS integration. Ensure alignment with hyperscale environmental risk mitigation strategies.
- Design & Commissionability Reviews: Perform independent design reviews of BMS, controls, and ELV architectures at all project stages. Review control philosophies, points lists, network topologies, graphics standards and vendor submittals for operability and resilience. Provide technical oversight of BMS, controls and ELV vendors without direct installation responsibility. Identify non-conformances, issue technical observations and drive corrective actions to closure prior to acceptance.
- Documentation, Acceptance & Handover: Review and approve commissioning documentation including commissioning plans, test procedures, and IST scripts, point-to-point and functional test evidence, configuration baselines and as-built records, and final commissioning and acceptance reports. Support operator training, handover and transition to steady-state operations.
- Compliance & Readiness Assurance: Ensure alignment with ASHRAE, IEC, ISO and applicable local codes, and client-specific hyperscale standards and operational playbooks. Confirm closure of all critical items prior to RFS / RFO milestones.
Qualifications & Experience
- Essential Qualifications: Degree in Engineering (Mechanical, Electrical, Controls, or equivalent).
- 8–12+ years experience in BMS / controls commissioning.
- Minimum 5 years in a client-side, CxA, or independent assurance role within data centres or mission-critical facilities.
Technical Expertise
- Advanced knowledge of data centre BMS architectures and hyperscale operating models.
- Integrated mechanical, electrical, and ELV monitoring environments.
- Failure mode testing, IST execution and operational readiness validation.
- Control system resilience, redundancy and cybersecurity considerations.
Documentation & Reporting
- Authoring and review of commissioning strategies, acceptance criteria and test scripts.
- Evaluation of cause-and-effect matrices and control philosophies.
- Production of formal CxA reports, issue logs and acceptance recommendations.
Tools & Platforms
- EPMS and supervisory monitoring systems.
- AutoCAD / BIM / Visio.
- Direct experience supporting Uptime Tier Certification of Constructed Facility (TCCF).
- Experience with FDD and automated commissioning systems is highly advantageous.
