We are recruiting a Technical Assurance Manager to join the HS2 Track infrastructure project at the initial design phase. The role will run concurrently with the completion of main works contracts and requires working within the Rail Systems Alliance structure to manage interfaces and resolve program conflicts. The team collaborates on design, access, resources, and logistics to achieve shared cost and schedule goals.

Responsibilities

  • Oversee preparation, implementation, and maintenance of the Requirements and Assurance Management Plan (RAMP).
  • Establish and maintain the Contractor's Technical Requirements Baseline, capturing all input requirements necessary for design compliance.
  • Develop plans with FBRS design delivery and supply chain to deliver a fully technically assured, self‑certified product, safe to build, operate and maintain, compliant with HS2 Ltd requirements and applicable standards.
  • Ensure sound engineering, verification and validation, and evidence integration, coordinating artifacts from the supply chain.
  • Manage processes for identifying and managing technical requirements, residual risks, and evidence delivery across the project lifecycle.
  • Implement and monitor Undertaking & Assurances (U&A) and Departure processes within the Design team, interfacing with other FBRS U&A owners.
  • Facilitate variation management for the Technical Standards Baseline.
  • Lead review and completion of assurance packs and TA artefacts (e.g., configuration status, V&V matrix, Level 3 certificates).
  • Lead progress reviews, tracking and reporting of assured deliverables and certifications to meet programme milestones.
  • Lead presentations of stage‑gate assurance packs for Level 3 lifecycle gate panels.
  • Develop and deliver technical assurance communications, including staff briefings and awareness training.
  • Provide guidance and mentoring to design and construction teams on achieving HS2 Technical Assurance.
  • Contribute to continuous improvement of technical assurance strategy, processes and systems, capturing lessons learned.
  • Collaborate with project delivery teams, leadership, clients, sub‑contractors, regulatory bodies and stakeholders.
  • Support clients in identifying change, risk, and opportunity, seeking efficiencies and cost savings.

Management

  • Supervise a Deputy Technical Assurance Lead and a team of Technical Assurance Engineers.

Qualifications

  • Bachelor's degree in Civil or Mechanical Engineering, or related field.
  • Chartered status (IMEC, PWA, CEng ICE) desirable.
  • Extensive experience in major multidisciplinary rail projects, especially high‑speed railway and design‑and‑build UK projects.
  • Specific experience in HS2 assurance delivery highly valued.
  • Proficiency in design coordination, interface management and assurance documentation in railway projects.
  • Previous experience in a similar Technical Assurance Manager role with aligned responsibilities.
  • Strong communication, leadership and management skills with a collaborative approach.
  • Enthusiastic team player, proactive, able to motivate and make decisions when required.
  • Focus on efficiency and driving delivery, with practical experience harmonising design and quality requirements with buildability.

Location

Work may be based in London or Birmingham. Attend weekly meetings with broader design, systems safety, construction teams and client in Birmingham / London.
