The Tax Policy Manager will play a key role in supporting the growth of EY’s UK tax policy practice, bringing direct policy experience from HM Treasury (HMT) and/or HM Revenue & Customs (HMRC). This successful candidate will engage with senior leadership, developing policy propositions and providing deep insight into UK tax policy development and government decision‑making, while contributing to business development and thought leadership.
Key Responsibilities
- Advise clients on UK tax policy, including how government priorities and policy objectives may influence their business.
- Provide critical assessment of client positions on UK tax policy matters, drawing on first‑hand experience of policy development legislation within HMT and/or HMRC.
- Develop options for addressing tax policy challenges, as part of the team.
- Draft client‑focused consultation responses, policy papers, and briefing notes.
- Support new business initiatives by contributing policy insight to proposals and client pitches.
Government and stakeholder engagement
- Provide insight into how UK government stakeholders operate and support engagement with key stakeholders, including HMT, HMRC, industry bodies, and international organisations, leveraging prior public‑sector experience.
- Build and maintain relationships with HMT, HMRC, industry bodies, think tanks, and professional associations.
Thought leadership
- Lead and contribute to thought leadership on UK tax policy, including presentations, articles, briefings, and consultation responses, informed by experience of working inside government.
Required experience and qualifications
- Previous experience working at HMT and/or HMRC in a tax policy role.
- Strong understanding of the UK tax policy frameworks, including policy development, consultation, and legislative processes.
- Strong analytical and problem‑solving skills.
- Excellent written and verbal communication skills, with the ability to communicate complex policy issues clearly and persuasively.
- Demonstrated ability to lead teams.
- A relevant professional qualification (e.g. CTA, ACA) and/or degree (e.g. law, economics, accounting, public policy) is preferred.
