A major UK public sector organisation is seeking two experienced Commercial Leads to support a large-scale strategic transformation programme within a complex enterprise environment. This is a senior-level role focused on commercial leadership, governance, procurement strategy, and stakeholder engagement across a high-profile programme portfolio. This is not a technical delivery role.
Successful candidates will operate at programme and portfolio level, helping shape commercial delivery models, governance frameworks, and procurement strategy within a highly regulated, assurance-driven environment.
Contract Details
- Inside IR35
- Contract running until March 2027
- 60% onsite working
- Preferred location: Leeds
- Alternative location: Manchester (with regular travel to Leeds)
- BPSS clearance required
- 1-stage Teams interview process
Key Responsibilities
- Provide strategic commercial leadership across a major programme
- Support programme-level delivery model assessment and commercial strategy
- Lead end-to-end procurement and commercial lifecycle activities
- Operate within complex governance and assurance environments
- Engage and influence senior stakeholders across director and operational levels
- Drive alignment across cross-functional programme teams
- Support compliance, governance, and commercial best practice
Essential Experience
- Strong hands-on experience with HMT Green Book business cases
- Exposure to Public Accounts (PA) 2023
- Experience working within large-scale public sector programmes
- End-to-end procurement and commercial lifecycle management
- Operating within governance-heavy or assurance-led environments
- Stakeholder engagement at senior leadership level
- Experience working with CCS frameworks
Desirable Experience
- Large programme procurement experience
- MCIPS qualification
- Knowledge of Atamis procurement system
