The Council is entering a significant period of change as we progress through Local Government Reorganisation (LGR). Ensuring that programme activity is well‑coordinated, well‑governed and accurately recorded is essential to delivering a smooth and successful transition.

As an LGR Programme Officer, you’ll play a key role in supporting the programme’s day‑to‑day operation—helping ensure that workstreams stay on track, information flows smoothly, and governance requirements are consistently met.

This role is being offered on a fixed‑term contract/secondment for up to two years to support the delivery of the LGR Programme.

Responsibilities

You’ll work closely with the LGR Programme Manager, Programme Director, and workstream leads to support planning, coordination and reporting across the programme. Your work will include:

  • Providing programme and project support across assigned LGR workstreams and activities.
  • Maintaining and updating programme documentation, including plans, action logs, risk logs, issue logs, dependency trackers and decision records.
  • Supporting the preparation of progress reports, briefing notes and dashboards for programme boards and other governance meetings.
  • Coordinating meetings, workshops and working groups—preparing agendas, managing logistics, taking notes and tracking actions.
  • Supporting the smooth operation of programme governance arrangements, ensuring papers are produced to time and that information is accurate and consistent.
  • Acting as a point of contact for officers contributing to LGR activity, providing guidance on templates, processes, reporting expectations and timescales.
  • Assisting with information coordination across workstreams to support dependency management.
  • Helping maintain shared programme resources such as document repositories, trackers and templates.
  • Contributing to continuous improvement by identifying ways to strengthen programme processes, reporting and coordination.

Qualifications

You’ll be an organised, proactive and detail‑focused individual with experience providing coordination, administrative or project support in a structured environment.

You’ll bring:

  • Experience maintaining accurate records, trackers or logs.
  • The ability to produce clear written information and reports.
  • Confident use of Microsoft 365 tools (Word, Excel, Teams, SharePoint, Outlook).
  • Strong organisational skills and the ability to work at pace, managing competing priorities.
  • The ability to work collaboratively with a wide range of stakeholders.
  • A proactive, solutions‑focused mindset, with strong attention to detail.
  • Experience supporting organisational change or transformation is desirable, as is experience working in local government.

If you’re motivated by helping deliver a high‑profile, once‑in‑a‑generation programme and enjoy working in a fast‑moving environment with lots of variety, we’d love to hear from you.

You’ll join a supportive programme team at the heart of one of the most significant changes the Council has undertaken.

You’ll work closely with colleagues across the organisation and with partner councils, gaining valuable experience in programme management, governance and large‑scale change.

This is an opportunity to play a meaningful role in shaping how services and systems evolve through LGR, while developing strong project and programme support skills in a collaborative and ambitious environment.
