London (Hybrid) Procurement People are currently partnered with a leading specialist in the financial risk and insurance sector to recruit a Commercial Services Business Partner to sit within their Legal, Risk & Governance function. The organisation operates at the intersection of industry and government, providing critical stability within the financial markets. This role is a high-impact position responsible for leading a portfolio of strategic procurements, maintaining the commercial framework, and acting as a trusted consultant to the wider business. As a designated Control Owner within the Risk Management Framework, you will play a vital role in ensuring regulatory compliance and commercial excellence.
The Commercial Services Business Partner will provide tailored guidance to specific business units, managing high-value procurement activity and ensuring adherence to Cabinet Office guidance and FCA Conduct Rules. This role requires a commercially astute professional capable of navigating complex regulatory landscapes while driving value for money.
Key Responsibilities:
- Lead regulated, high-value procurement activity and provide proactive support for both above and below-threshold projects.
- Develop deep, trusted relationships with internal stakeholders to deliver joined-up approaches to service delivery and commercial engagements.
- Maintain the contracts register and milestones while proactively supporting the business in developing best-practice contract management policies.
- Act as a Control Owner for the Commercial Services function, ensuring robust governance and coordinating cross-functional assurance for GDPR and Information Security.
- Manage compliance with the Central Digital Platform, stay abreast of Cabinet Office guidance, and undertake detailed market analysis to support supplier development.
- Utilize eSourcing portals and contract management platforms to provide high-quality MI that supports strategic decision-making.
Key Experiences:
- Professional Expertise: 3+ years of relevant procurement experience with a focus on running large-scale tenders and complex contract processes.
- Qualifications: MCIPS qualified or actively working towards MCIPS.
- Sector Background: Proven experience within the Public Sector, Finance, or Insurance sectors is essential.
- Regulatory Knowledge: Familiarity with regulated procurement legislation and the ability to comply with individual conduct rules as set out by the Financial Conduct Authority (FCA).
- Analytical Proficiency: Experience using reporting tools (e.g., Power BI) to create procurement dashboards and insight reports (Desirable).
- Systems Experience: Hands-on experience with eSourcing and Contract Management platforms (e.g., Delta).
