Are you an experienced finance professional who thrives on partnership working, strategic influence, and making a real difference to public services? We are looking for a highly motivated Finance Business Partner to join our Financial Planning and Business Partnering team. This is a pivotal role, providing high-quality financial advice, insight and support to Directors and Senior Leadership Teams as we deliver the Mayor's vision and achieve the strategic priorities. As a trusted Finance Business Partner, you will help shape how resources are planned, managed and understood across the organisation. Whether you are supporting services with clear financial insight or contributing to the development of future financial plans, your work will play a key part in ensuring we remain resilient, well-informed and ambitious.
Qualifications
- Full member of CCAB recognised UK accountancy body or possession of an equivalent overseas qualification. Accounting Technicians with the relevant experience will be considered.
- Evidence of further professional development.
- Extensive experience in financial management.
- Local Government accounting experience.
- Understanding of service delivery within Local Government.
- Good understanding of CIPFA accounting regulations.
- Knowledge of Local Government Policy & Procedures.
- Track record in securing efficient and effective delivery of services (Value for Money).
- Able to demonstrate option appraisal and risk.
- Good communication & presentation skills.
- Project management skills.
- IT literate in relation to financial management systems.
- A commitment to customer focused service and strategic partnership working.
- Confident and self-motivated.
- Understanding of Business World Financial system.
- Experience of developing financial systems.
- Ability to use Microsoft Word, Excel and PowerPoint.
Responsibilities
- Lead on revenue and capital budget preparation, monitoring, and forecasting.
- Support the production of the Statement of Accounts and statutory financial returns.
- Work closely with service managers to understand operational needs and influence strategic decision-making.
- Ensure compliance with accounting standards, regulations, and the financial procedures.
- Lead, develop and support finance staff to deliver a high-quality service.
- Drive improvements in financial systems, processes and organisation-wide training.
- Play a key role in forward-looking financial modelling, guiding services to understand their financial position, and contributing to key financial reports.
- Strengthen financial governance, enhance processes, and support the overall financial framework.
Additional Experience
- Local Authority finance experience with a strong understanding of local government accounting policy and service delivery.
- Supporting demand-led services, such as Children’s or Adult’s Social Care, and an understanding of the financial pressures and challenges these high-cost statutory services face.
- Medium-term financial planning and supporting the development of longer-term budgets and forecasts.
- Communicating clearly and confidently with senior leaders and service managers.
- Interpreting financial information, identifying risks and presenting clear analysis.
- Working proactively, collaboratively and with a customer-focused approach.
