We are seeking a Program Manager to oversee sub-projects and Project Managers within a program, either as the accountable initiative owner or under the guidance of a Strategic Program Manager, depending on program size and complexity. The Program Manager ensures all projects adhere to PMO best practices, communicates status and escalations to clients, regional leadership, and account teams, and serves as the single point of contact for scope, status, escalations, and changes across sub-projects. This role is key to meeting client business goals and ensuring the overall success of the program.

Key Responsibilities
- Cost Management: Plan, create, and manage program-level budgets proactively. Ensure accuracy of Empower cost and actuals per the signed Statement of Work (SOW). Monitor and communicate push, pull, split activities and their impact on program financials. Track project metrics, forecast trends, and manage changes. Support monthly P&L reporting with account teams and regional management.
- Scope & Schedule Management: Review and understand the scope of all projects under the program. Ensure SOW reviews for each project. Understand contract processes and implications of scope changes on schedule and financials. Maintain and document full schedules for all projects, with weekly updates. Provide clear “plan-on-a-page” program summaries and status reporting. Communicate overall program performance at a leadership level.
- Communication Management: Develop and execute internal and external communication strategies. Define criteria and processes for managing and communicating escalations. Align sub-project progress communication with audience, approach, timing, and tools. Ensure Project Managers collaborate effectively with Regional Management, Engineering, PMO, and Account Teams. Monitor and report on program risks, issues, and impediments. Proactively resolve issues to avoid escalations. Ensure all risks and issues are reported in Empower, tracked to resolution, and escalated appropriately.
- Stakeholder Management: Conduct stakeholder analysis across projects and include requirements in the program Communication Plan. Serve as a trusted program advisor. Monitor stakeholder feedback and adjust plans as needed. Ensure resource sharing across projects benefits the overall program.
- Leadership: Develop and communicate a program strategy and plan. Represent Excis professionally while maintaining trusted relationships. Inspire and motivate teams toward common goals. Set clear roles, responsibilities, and objectives for high performance. Take a proactive approach to problem resolution and conflict management.
Experience & Education
- Minimum 5 years’ progressive experience in a related field.
- Bachelor’s Degree in Arts/Sciences (BA/BS) or related field. A combination of education, training, and experience may be considered in lieu of a degree.
- Preferred: Project Management Professional (PMP) certification through PMI.
Knowledge, Skills, and Abilities
- Strong understanding of programmatic approaches, including global programs.
- Expertise in financial processes: forecasting, pro forma creation, metrics tracking, and change management.
- Strong contract management skills: scope, cost, schedule, and negotiations.
- Ability to work independently and manage project timelines.
- Excellent communication, presentation, and relationship-building skills.
- Proficiency in MS Office (Excel, PowerPoint, Outlook) and project management software (e.g., MS Project).
