Onchan District Commissioners are looking for an Environmental and Technical Services Officer to assist the Environmental and Technical Services Manager in ensuring the operation of Onchan District Commissioners (“the Authority”) leisure and recreational amenities; parks and open spaces, and waste management services to a high standard within the funding available; to undertake the duties of the post in such a manner as to enhance and protect the reputation and public profile of the Authority.
To assist the Environmental & Technical Services Manager with the undertaking of Car Parking Enforcement and General Enforcements in accordance with the Authority’s By-Laws.
SUMMARY OF RESPONSIBILITIES AND PERSONAL DUTIES:
- Undertake an inspection regime in conjunction with the Environmental and Technical Services Manager of the District to ensure the upkeep of the Authority’s leisure and recreational amenities, parks and public open spaces, waste services, and street cleansing.
- Ensure Onchan Pleasure Park and all playground areas throughout the district provide a safe environment for all users.
- Carry out routine inspections and report defects found to the Environmental and Technical Services Manager or District Surveyor.
- Assist in the supervision of the Parks Department staff, Refuse Department staff, and contractors engaged to provide the Authority’s leisure and recreational amenities, parks and open spaces, and waste management services.
- Assist in ensuring up to date risk assessments for the parks department and other public areas.
- Assist the Environmental and Technical Services Manager with enquiries in relation to Bye-laws, Orders, and any other public open space enforcement legislation that the Authority is responsible to undertake.
- Liaise directly with staff and contractors employed to carry out works in the District ensuring that risk assessments and method statements are in place and specifications are followed.
- Respond to general enquiries in relation to all matters that are the responsibility of the Surveyors Department.
- Participate and be available to provide out of office hours emergency cover as part of a rota basis.
- Provide absence cover for the Environmental and Technical Services Manager.
- Such other duties of a similar level of responsibility as may be required from time to time by the District Surveyor or Senior Management.
MINIMUM REQUIREMENTS:
- Minimum of 5 GCSEs or equivalent qualifications.
- Good verbal communication and interpersonal skills with the ability to deal with customers and colleagues of all levels in a professional and efficient manner.
- Effective record keeping skills, with excellent organisational skills.
- Computer literate and competent using Microsoft Office programmes, or similar packages with the ability to adapt to new systems.
- Hold a full and valid driving licence.
- Experience of managing sport facilities and/or public open spaces.
- Experience supervising a team of staff.
- Use of computerised workflow management systems.
- A knowledge of Local Authority/Public Sector working.
