The client, a fintech bank, is progressing towards becoming a direct participant of the CHAPS scheme. This is a significant strategic and regulatory undertaking requiring internal mobilisation across technology, risk, compliance, and operations functions. The bank needs an experienced Business Change Manager to lead the internal programme mobilisation, working closely with the Change & Transformation Director to structure, plan, and drive delivery.

Purpose of the Role

To mobilise and structure the internal CHAPS direct participation programme — translating scheme requirements and Bank of England guidance into a practical, business-ready delivery plan, while managing risk, supplier, and stakeholder engagement across the organisation.

Key Responsibilities

  • Take ownership of internal mobilisation of the CHAPS programme, working under the Change & Transformation Director.
  • Translate the CHAPS Reference Book (Bank of England) and other base/scheme documents into a structured internal delivery plan.
  • Build the overarching programme structure and approach, showing the business how requirements translate into deliverable workstreams.
  • Make recommendations on delivery approach, sequencing, and resourcing.
  • Produce a GAAP (gap) analysis against CHAPS scheme rules, regulations, and readiness criteria.
  • Identify and document supplier-related risks; own supplier risk communications.
  • Liaise directly with engineering/technology teams to identify technical and delivery risks tied to CHAPS connectivity and settlement requirements.

Stakeholder & Business Engagement

  • Lead wider business interaction and coordination across: Head of Supplier Risk, Internal Audit, Compliance, IT Operations, and other relevant business functions as required.
  • Act as the connective layer between scheme/regulatory requirements and internal business functions, ensuring alignment and buy-in.

Candidate Profile

  • Strong working knowledge of CHAPS scheme rules and regulations, and practical familiarity with the Bank of England CHAPS Reference Book.
  • Solid grounding in UK payments industry knowledge (schemes, settlement, participant obligations).
  • Proven programme/project delivery background — able to bring structure, planning discipline, and governance to a technical/regulatory mobilisation.
  • Practical, hands-on understanding of CHAPS operations combined with a delivery/PM mindset (not purely SME, not purely PM — a blend).
  • Experience conducting gap analysis and translating regulatory/scheme documentation into actionable business plans.
  • Comfortable engaging senior stakeholders across Risk, Compliance, Audit, and Technology.

Background in high-growth payments or fintech environments. Hands-on and delivery-focused — comfortable getting into the detail as well as setting direction. Intellectually curious and proactive; able to work with ambiguity and build structure where little exists. Confident operating cross-functionally and influencing without direct authority.
