An established organisation operating within the Cyber and Intelligence domain is seeking an experienced Project / Delivery Manager to support the delivery of complex, high-assurance software projects. This role sits within a highly secure environment and requires proven leadership across multiple concurrent deliveries. You will act as the driving force behind project execution, ensuring delivery against time, cost, quality, and performance objectives, while maintaining strong governance and stakeholder engagement. Particular focus is team management and performance.
RESPONSIBILITIES
- Lead the end-to-end delivery of multiple software projects in a controlled and secure environment.
- Establish and maintain effective project governance, including planning, estimation, forecasting, and reporting.
- Build strong relationships with customers, suppliers, and internal stakeholders to ensure clear communication and delivery alignment.
- Provide regular and exception-based reporting to senior stakeholders using appropriate metrics and tools.
- Produce and maintain schedule performance metrics (e.g. schedule variance, critical path analysis).
- Oversee Agile software delivery, working with Scrum-based teams.
- Coach teams on Agile and Scrum best practices where required.
- Interpret customer requirements and translate them into achievable delivery plans while managing scope and expectations.
- Proactively identify, manage, and resolve risks, issues, and dependencies.
- Support and enhance PMO capability, driving continuous improvement in delivery measurement and reporting.
- Work closely with finance teams to establish and monitor budgets, forecasts, and cost exposure.
- Foster a positive delivery culture where teams feel supported, trusted, and protected from unnecessary disruption.
EXPERIENCE ESSENTIAL
- Active Enhanced Developed Vetting (eDV) clearance.
- Strong leadership, organisational, and communication skills.
- Proven experience delivering software projects using Agile and Scrum methodologies.
- Experience managing multiple projects or programmes concurrently.
- Solid understanding of PMO disciplines, project controls, and governance.
- Experience with project planning and performance tools (e.g. MS Project).
- Knowledge of recognised project management frameworks (e.g. PRINCE2).
- Strong risk and issue management capability.
- Ability to make sound judgements, knowing when to resolve issues independently and when to isolate.
- Ability to rapidly adapt to new environments, processes, and culture.
DESIRABLE
- Degree (or equivalent experience) in Computer Science, Engineering, Business, or a related field.
- Experience within Cyber, Intelligence, or secure government environments.
- Experience working within a Scaled Agile Framework (SAFe).
- Bid or proposal management experience.
- Knowledge of cost estimation techniques.
- Membership of a relevant professional body.
- Understanding of government information assurance policies and compliance requirements.
