Role: Government funding and Policy specialist

Commitment: 2 to 3 days per week, flexible based on business needs

Location: Remote and hybrid, with travel to client sites and stakeholder meetings as required

Summary: The business is looking for someone with a strong black book of contacts across housing associations, local authorities and government bodies, a deep understanding of government funded EPC tendering and contract delivery, and the commercial drive to help establish a meaningful share of the Warm Homes market.

Overview: Our client are looking to expand into the government funded retrofit space and need an experienced specialist to help them navigate the Warm Homes Plan, win EPC tenders and establish the business as a nominated contractor across local authority and housing association programmes.

The Opportunity: The UK government Warm Homes Plan represents a £13 billion programme funding solar, battery, heat pump and EV charging installations across residential properties. This is a significant growth opportunity for the right business and our client wants to move quickly to establish themselves as a credible and competitive EPC contractor in this space. This is a hands on role for someone who knows the landscape inside out and can hit the ground running.

Key responsibility:

  • Guide the business through the Warm Homes Plan tendering process from opportunity identification through to submission and contract award.
  • Leverage existing relationships with local authorities, housing associations, registered social landlords and government bodies to identify and secure tender opportunities.
  • Advise on accreditation, compliance and eligibility requirements for government funded EPC programmes including MCS, TrustMark and relevant scheme specific requirements.
  • Lead or support the preparation of tender documents, commercial proposals and delivery plans to a high standard.
  • Build and develop relationships with key stakeholders across the government funded retrofit and clean energy sector.
  • Support the development of the business as a credible and competitive EPC contractor in the residential funded market.
  • Identify and monitor upcoming funding rounds, scheme changes and policy developments relevant to the business.

Requirements:

  • Deep knowledge of the UK government funded energy efficiency and retrofit landscape including ECO4, Warm Homes Plan, LA Flex and related schemes.
  • A genuine black book of contacts across local authorities, housing associations, social housing providers and government bodies built over years of working in this space.
  • Proven track record winning and delivering government funded EPC contracts across solar, battery, heat pumps or EV charging.
  • A self starter and doer who takes ownership and drives results rather than purely advising from a distance.
  • Commercially sharp with strong tendering, proposal writing and bid management capability.
  • Comfortable operating as an independent contractor and working flexibly across multiple workstreams.
  • MCS, TrustMark or equivalent scheme accreditation knowledge is highly desirable.
