About the role
The EastMidlands Combined County Authority (EMCCA) is seeking an experienced and highlymotivated Transport Transformation & Delivery Manager to provide strategicleadership across its transport investment portfolio and help shape the futuredelivery capability of the Transport Directorate.
This is anexciting opportunity to join EMCCA at a pivotal point in its development, asthe Authority takes on increasing responsibilities through devolution anddevelops its role in delivering transformational transport investment acrossthe East Midlands.
You willprovide strategic oversight across a complex portfolio of programmes,investment initiatives and transformation activity, ensuring that prioritiesare effectively governed, evidence-led and focused on delivering meaningfuloutcomes for residents, businesses and communities.
As a trustedadviser to the Director of Transport and senior leadership, you will help shapestrategic priorities, strengthen programme delivery, develop organisationalcapability and ensure EMCCA is well positioned to maximise future investmentand devolution opportunities.
Key responsibilities
You will:
- Provide strategic leadership acrossEMCCA’s transport investment portfolio, ensuring programmes and prioritiesalign with corporate objectives, regional growth ambitions and emergingdevolved responsibilities.
- Lead the development and continuousimprovement of the Transport Directorate’s programme management,governance and assurance frameworks.
- Provide strategic oversight ofmajor programmes and investment initiatives, managing interdependencies,risks, opportunities, resources and benefits.
- Act as a principal adviser to theDirector of Transport and senior leadership on programme delivery,investment planning, organisational transformation and performance.
- Lead strategic analytical,intelligence and modelling capability, ensuring evidence informs policy,investment decisions, business cases and performance management.
- Drive the integration of programmedelivery, financial planning, performance management and strategic policyto maximise public value.
- Lead the development of complexbusiness cases, investment propositions and funding opportunities.
- Drive transformation, innovation,digitalisation and continuous improvement across the Directorate.
- Establish effective arrangementsfor programme assurance, benefits realisation, risk management andperformance reporting.
- Build influential relationshipswith constituent authorities, Government departments, funding bodies,delivery partners and regional stakeholders.
- Prepare and present complexreports, business cases and strategic recommendations for the Mayor,senior leadership, committees, boards and external partners.
- Represent EMCCA at local, regionaland national forums, influencing strategic transport and investmentdiscussions.
- Contribute as a senior leaderwithin the Directorate, promoting a high-performing, collaborative andinclusive culture.
About you
We are lookingfor a strategic and proactive leader who can see the bigger picture while beingconfident navigating complex issues and turning strategic ambition intodelivery.
You will havesignificant experience of providing strategic leadership across complexprogrammes, portfolios, transformation initiatives or major investmentactivity, ideally within transport, infrastructure, regeneration, local orregional government, or a similarly complex environment.
You will bring
- Strong leadership capability, withthe credibility and confidence to influence at senior organisational,regional and national levels.
- Proven experience of providingstrategic leadership across programmes, portfolios or major areas oforganisational activity.
- A proactive, self-startingapproach, with the initiative to identify opportunities, anticipatechallenges and drive activity forward.
- Strong strategic, analytical andproblem-solving skills, with the ability to address a broad range ofcomplex and emerging issues.
- Experience developing governance,assurance and performance frameworks that improve organisationalcapability and delivery.
- The ability to translate strategyinto clear priorities, programmes and deliverable actions.
- Experience developing majorbusiness cases, investment propositions, funding opportunities orlarge-scale programmes.
- Excellent communication,negotiation and stakeholder management skills, with experience workingacross organisational boundaries.
- Experience of working in local,regional or devolved government, with an understanding of political andpartnership environments.
Knowledge oftransport policy, infrastructure investment, appraisal methodologies andregional economic growth would be desirable, as would experience of workingwithin a Combined Authority, local government or transport authority.
Experience ofleading transformational change, digital innovation or organisationalimprovement would also be advantageous.
A degree-levelqualification or equivalent professional experience, alongside relevantprogramme, project or change management expertise and evidence of continuingprofessional development, is essential.
