SeniorTransport Planner – Active Travel

This is anexciting time to join the East Midlands Combined County Authority (EMCCA) as wetake forward transport devolution and develop our first regional LocalTransport Plan.
We are lookingfor an ambitious and experienced Senior Transport Planner to lead thedevelopment of our regional Active Travel Strategy.
This is achance to have a real impact on how people walk, wheel and cycle across theEast Midlands — helping create healthier, safer, more accessible and morewelcoming places for everyone.
You will helpset the region’s ambition for active travel, ensuring it supports widerpriorities including health, air quality, accessibility, healthy streets,liveable neighbourhoods and sustainable growth. You will consider how we canenable children and young people to travel safely to school, connect newcommunities sustainably to jobs and services, and make the most of cycling’scontribution to leisure and the visitor economy.
About therole
You will leadthe Active Travel Strategy from evidence and policy development through toengagement, implementation and evaluation, working closely with localauthorities and partners across the region.
You will:
- Lead the development of anambitious, evidence-led regional Active Travel Strategy and itsintegration into the Local Transport Plan.
- Develop and interpret transportdata, research and technical evidence to shape strategy and investmentdecisions, including updating Local Cycling and Walking InfrastructurePlans (LCWIPs).
- Commission and manage consultants,providing clear direction and constructive challenge to their work.
- Develop monitoring and evaluationframeworks and use evidence to understand impact.
- Build strong relationships withlocal authority active travel teams and wider partners, influencing andchallenging to raise ambition and performance.
- Prepare high-quality strategies,reports and briefings for senior decision-makers, including the Mayor andTransport Committee.
- Project manage work from conceptionthrough to delivery, managing risks, dependencies, resources and outcomes.
- Represent EMCCA at meetings andevents, advocating for our regional transport ambitions.
You will alsocontribute to the wider Transport Strategy portfolio, including publictransport, highways, decarbonisation, accessibility, safety, freight and therelationship between transport and spatial planning.
About you
You will havesubstantial experience in transport planning, policy development and strategydelivery, with a strong understanding of active travel and its role withinwider transport and place-making policy.
You will bring:
- Extensive experience developing anddelivering strategies, from defining the evidence base through toimplementation and evaluation.
- Strong knowledge of walking,wheeling and cycling policy and best practice.
- An understanding of how activetravel can deliver wider benefits for health, accessibility, air qualityand communities.
- Strong analytical and numericalskills, with experience using transport data and appraisal methods toinform strategy.
- Excellent written and verbalcommunication skills, with the ability to turn complex evidence into clearrecommendations.
- Strong project management,influencing and stakeholder engagement skills.
- The confidence and credibility towork across organisational boundaries and build effective partnerships.
- Political awareness and anunderstanding of the evolving transport policy and regulatory environment.
You will beeducated to degree level or equivalent in transport planning, civilengineering, urban planning, geography or a related discipline. Membership of arelevant professional body or evidence of continuing professional developmentis desirable.
