Eurovia Surfacing is looking for an experienced, highly organised and people‑focused Contracts Manager to lead the delivery of surfacing schemes on our Surrey County Council contract. This is a key leadership role responsible for bringing control, consistency and high‑quality delivery to a busy and fast‑paced programme of over 120 surfacing schemes each year. This opportunity is ideal for someone who thrives in a demanding operational environment, enjoys leading teams, and has strong surfacing knowledge with the ability to guide and influence materials choices, programme planning and commercial outcomes.
The Role
As Contracts Manager, you will take ownership of scheme delivery, commercial control and operational leadership across the Surrey surfacing programme. You will oversee Assistant Contracts Managers, Supervisors, direct labour crews and subcontractors - ensuring productivity, safety, quality and client satisfaction are consistently achieved.
Your responsibilities will include:
- Leading a team of two Assistant Contracts Managers, supervising several surfacing crews and managing subcontractor operations.
- Reviewing forecasts, delivery plans and costs to ensure each scheme is delivered efficiently and to target margins.
- Managing NEC3/NEC4 change control processes, site variations and evidence gathering.
- Ensuring operational control through consistent trackers, registers, toolbox talks and documentation across the team.
- Providing technical leadership on asphalt materials selection and best‑fit material solutions for different environments.
- Working closely with Surrey County Council and Ringway colleagues to maintain strong relationships and resolve issues quickly.
- Bringing structure, organisation and calm leadership to a contract experiencing significant operational pressure and requiring steady improvement.

What We’re Looking For
A strong Contracts Manager who brings:
- Extensive highways surfacing or asphalt experience.
- Proven leadership of multiple surfacing crews (typically 3–4), supervisors and ACMs - representing approx. 25–30 people in total.
- A track record of controlling programmes, teams and documentation in a high‑volume environment.
- NEC3/NEC4 experience, with confidence in managing change control, variations and forecast vs actual cost reviews.
- Excellent communication, client engagement and stakeholder management skills.
- Strong organisational capability and the ability to introduce consistent working practices.
- Confidence working under pressure and bringing stability to a fast‑moving operational contract.
