Your role

ECMWF is seeking a Partnerships and Engagement Specialist in the National Partnerships Team, reporting to the Team Leader on National Partnerships.

The successful candidate will implement the Copernicus Atmosphere Monitoring Service (CAMS) National Collaboration Programme (NCP), manage dialogues with country representatives, and oversee technical aspects of actions promoting the uptake of CAMS data products and services.

The role also includes engagement activities with ECMWF Member States such as liaison visits and coordination of pilot projects.

Your Responsibilities

The role focuses on the implementation of the CAMS NCP and includes

  • Technical management of a portfolio of CAMS NCP contracts and grants.
  • Facilitating dialogues with national stakeholders and identifying synergies between countries.
  • Supporting national user uptake actions with European agencies and scientific institutions.
  • Collecting and analysing user feedback on CAMS products and services.
  • Relationship management and coordination of ECMWF Pilot Projects, seeking synergies with the NCP.
  • Contributing to ECMWF Member State liaison visits during preparation, execution, and aftercare.
  • Promoting ECMWF, CAMS and C3S at national and international events and providing input to training and innovation actions.
  • Working closely with Forecasts and Services, Research Departments, Communication and User Services Sections.
  • Occasional travel to European countries and other duty stations of ECMWF.
  • Key Activities
  • Technical management of a portfolio of CAMS NCP contracts and grants to ensure the delivery of the agreed output, where necessary providing guidance and involving relevant CAMS topic experts.
  • Stimulating and facilitating dialogues with national stakeholders, including on horizontal synergies between countries on particular technical topics and proposals for improvement for further engagements.
  • Supporting the implementation of national user uptake actions in cooperation with relevant European agencies and science institutions in scope of CAMS to enhance applicability and user uptake at national level.
  • Steering the collection and analysis of user feedback about CAMS products and services resulting from the NCP.
  • Managing relationships and coordinating a set of ECMWF Pilot Projects and seeking synergies in approach with the NCP.
  • Contributing to a number of ECMWF Member State liaison visits in their preparations, execution and aftercare.
  • Promoting ECMWF, CAMS and C3S and their NCP at national and international user uptake events, including through ECMWF Member State liaison visits and contributing with inputs to training and innovation actions.
  • Working closely with scientific and technical colleagues within the Forecasts and Services and Research Departments, as well as with the ECMWF Communication Section and User Services Section.
  • Occasional travel to European countries and other duty stations of ECMWF.

Your profile

Essential criteria

  • An advanced university degree (EQF Level 7 or above) in Meteorology, Climate Sciences, Environmental Engineering or a similar relevant scientific discipline.
  • Demonstrated experience of engaging with national public authorities and/or national meteorological services.
  • Solid understanding of the scientific aspects underpinning atmospheric chemistry, meteorology and other environmental data generation and their relevance in a national context.
  • Good knowledge of institutional and policy structures at national and European level, including aspects related to data access and applicability.
  • Exposure to gathering user needs and requirements and translating those into operational and innovation actions.
  • Fluency in English.

Desirable criteria

  • Advanced knowledge of European environment policies.
  • Demonstrated experience of managing projects, ideally in an international context.
  • Knowledge of one of the Centre’s other working languages (French or German) or one of the Member State or Co‑operating state languages as an advantage.

Grade remuneration

The successful candidates will be recruited according to the scales of the Co‑ordinated Organisations.

Relocation

Candidates are expected to relocate to the duty station.

ECMWF supports a hybrid working model allowing flexibility to mix office work and teleworking, including away from the duty station (within the area of our Member States and Co‑operating states) up to 10 days per month.
