The mandate of the independent Evaluation Department, conferred directly by the shareholders, is to contribute to improved Bank performance in delivering its mandate, strategies and policies by enhancing institutional accountability and learning from experience and contributing to policy and operational design and execution.
The Principal, Evaluation Manager is an important member of the Evaluation Department (IEv D) team tasked with delivering on this objective.
Principal, Evaluation Manager prepare and deliver both thematic and transactions-focussed evaluation work, alone and as a member of a team, including project evaluations, research and analytical products and services.
Principal, Evaluation Manager apply analytical tools, technical strengths, and good judgment to this work, often with the guidance of more senior task leaders but always operating within IEv D's mandate and strategic vision.
Principal, Evaluation Manager are familiar with evaluation methods and practices and may be asked to contribute in the areas of IEv D Work Programme development, database development, IT and software support, training, publications and outreach to the larger EBRD community.
They are effective IEv D representatives to multiple audiences.
- Accountabilities & Responsibilities
- Design and lead preparation of corporate, thematic evaluations of projects or groups of projects using appropriate independent research, analysis and other evaluation tools and drawing upon a good understanding of a project's design, context, and metrics, and operational team views.
- Serve as lead evaluator for evaluation products such as operation evaluations, synthesis papers, cluster analyses, and complex case studies.
- Contribute substantial original work as a main team member on major studies led by other IEv D colleagues, including analytical and judgmental contributions, and providing review and quality assurance services.
- Design and develop background papers for use in large, complex thematic evaluations.
- Demonstrates strong knowledge of evaluation methodology in their work; e. g. theory of change, logical frameworks, causal chains, mixed methods, etc.
- Utilises complex financial analysis tools to assess projects and outcomes.
- Manage major components of departmental processes and products such as Work Programme, project selection and Annual Evaluation Review.
- Provide peer reviews for studies led by other IEv D colleagues.
- Provide analytically sound and effectively reasoned comments on IEv D and/or Management or other documents, including strategy and policy papers, operations, instruments, etc.
- Provide guidance to and manage Analysts, Assistant Analysts and Officers for individual projects and tasks.
- Identify, hire and manage (if appropriate) consultants.
- Design and lead, deliver and/or assist with outside briefings and trainings delivered by IEv D team members.
- Plays a key role in disseminating evaluation findings and promoting learning from evaluation products and leads/ contributes to evaluation capacity development (ECD) activities.
- Present work internally to senior audiences.
- Represent IEv D in internal and external evaluation events as requested.
- Ensure all products are of high quality - presented clearly, succinctly and persuasively, and tailored to different audiences.
- Keep team members and supervisors well informed of progress and developments, addressing setbacks when they arise and reasonably anticipating challenges.
- Work simultaneously on multiple tasks and deliver assigned products/services within agreed timelines and resource limits.
- Maintain good professional relationships outside IEv D, reflecting well on IEv D's professionalism.
- Contribute to a positive work environment in IEv D with best practice behaviours and standards; engage productively with senior colleagues and peers.
- Connect individual work items effectively to larger IEv D purposes and objectives.
Masters degree in business, finance, social sciences, relevant sector or other area.
- At least 10 years of relevant experience in development, including relevant evaluation experience; expertise in innovative approaches and techniques for evaluation (i. e.
GPS data, AI, BDA, etc.) is an asset.
Experience working or evaluating in Sub-Saharan Africa is an advantage.
- Experience in evaluation and/or quantitative and qualitative analysis is preferred; relevant experience in the areas of external affairs and communication and/or knowledge management and learning in the field of development; working experience for other MDBs or IFIs is an advantage.
- Strong analytical skills and hands-on experience in data analysis and management, including data cleaning and preparation, data analysis and exploration, statistical knowledge, creating data visualizations and creating dashboards and reports.
- Highly proficient in Excel, Word and Power Point; knowledge of any of Tableau, Power BI, Access, Stata, Max QDA desirable
- Strong research and analytical skills with a proven ability to derive sound conclusions.
- Some understanding of EBRD activities and methods and countries of operations or those of comparably mandated public institution.
- Ability to present analysis and findings effectively and persuasively in clear and simple English and using sophisticated presentational techniques.
- Capacity to see linkage of specific tasks to IEv D's wider institutional purposes.
- Good communication and interpersonal skills, including the ability to adapt to the Bank's multicultural environment and build effective working relationships based on professional respect and credibility.
- Capacity to deliver to deadlines and within resource limits.
