Overview
We are building our associate talent pool to support a growing pipeline of UK bids across the education and government services markets. We are keen to connect with experienced Bid and Solution Leads who enjoy shaping high‑quality, evidence‑based responses and influencing how complex programmes are designed and delivered.
In this role, you will own the strategic thinking behind priority bids - framing the problem, developing compelling win themes, shaping the delivery methodology, and translating Etio’s evidence‑led expertise into a clear, persuasive proposition. You will work closely with the Head of Business Development, Business Development Director, and UK Managing Director, alongside named subject‑matter experts from across Etio and our partner network.
Why Etio?

You’ll help shape how our solutions are positioned, ensure they land with clarity and credibility, and contribute to programmes that deliver measurable, lasting change.
What you’ll do
- Lead solution design for priority bids, translating client specifications into robust, credible, and deliverable programmes
- Develop and embed clear win themes in partnership with the BD leadership team, ensuring they are consistently reflected throughout the response
- Shape the technical narrative, including methodology, theory of change, delivery and operating models, governance, and risk approach
- Coordinate subject‑matter experts across Etio and partner organisations, distilling complex specialist input into clear, accessible bid content
- Quality‑assure responses for coherence, clarity, and strategic alignment
- Contribute to capture and positioning activity ahead of ITT release where appropriate
What we’re looking for
- Deep knowledge of the UK education and/or government services markets, including policy context, buyers, procurement routes, and evidence bases
- Proven experience leading bid solution design on complex, multi‑stakeholder responses
- Strong academic or vocational background in a relevant discipline
- Excellent written and verbal communication skills, with the ability to distil complex ideas clearly and persuasively
- Strategic business development experience, with a strong understanding of winnability and deliverability
- Strong planning and project management skills under compressed deadlines
- Comfortable working in matrix environments without direct line authority
- Strong stakeholder and partner relationship‑building skills
- Proficiency with Microsoft 365, CRM systems, and shared bid platforms (Copilot familiarity a plus)
