The Senior Flood Risk Engineer will support the Flood Risk Manager in delivering the Council’s statutory duties as a Lead Local Flood Authority (LLFA) under the Flood and Water Management Act 2010. This includes leading on the development, design and delivery of flood risk management schemes, providing specialist technical advice, and ensuring effective coordination of local flood risk activities across the authority.

The Role

  • Deliver LLFA statutory functions including surface water management, land drainage consenting, enforcement, and the investigation of flood incidents, consistent with Section 19 duties.
  • Provide specialist technical advice on flood risk, drainage, SuDS design, and mitigation measures to support statutory planning and development control.
  • Lead the development, appraisal, design and delivery of flood alleviation schemes, including feasibility studies, business cases, and partnership funding bids.
  • Support the implementation and review of the Local Flood Risk Management Strategy and Surface Water Management Plan.
  • Collaborate with key partners including the Environment Agency, United Utilities, and local communities to support integrated flood risk management.
  • Oversee the assessment of drainage strategies, flood risk assessments, and technical submissions for new development.
  • Maintain and update the asset register of structures and features that have a significant impact on flood risk, as required under Section 21 duties.

About You

  • Degree or HNC in Civil Engineering or related discipline (Essential).
  • Experience in flood risk management, drainage engineering, or related technical field (Essential).
  • Knowledge of SuDS, hydrology, drainage design standards, and national policy (Essential).
  • Proficiency in GIS, CAD, and hydrological modelling tools (Essential).
  • Full UK driving licence (Essential).
