Essex Highways (EH) is responsible for managing and maintaining one of the largest highway networks in the country. EH is a delivery partnership between Essex County Council (ECC) and Ringway Jacobs. In this role you will work alongside our contractual partner to deliver highways services. Assist with the investigation and monitoring of streetworks, supporting and assisting with the co-ordination of a range of resources maximising opportunities to deliver our network management duty and safety for the travelling public.

The Role

  • Assisting the Senior Permit Officer and other Senior Officers to ensure delivery of the Essex Highways and Essex Permit Scheme objectives, as defined in agreed service plans, in accordance with all council and Essex Highways standards and policies.
  • Assessing and processing Streetworks permits within requisite timescales and in accordance with good practice and legislation ensuring that the appropriate conditions are applied as necessary.
  • Taking ownership of your own workload whilst assisting with the team’s workload as capacity allows.
  • Ensuring all applications are compliant and in accordance with the relevant legislation/code of practice/guidance documents.
  • Reviewing every application on a case‑by‑case basis ensuring that all relevant checks (using a set 21+ point checklist, other checklist or requirements provided by management to assess permits) are made; and ensuring all relevant conditions, time restraints & inspections are applied to each job.
  • Gaining or having a working knowledge of all Streetworks processes & assisting as part of the wider Streetworks function support continuous improvement of the Streetworks Team, demonstrated through
  • You hold GCSE grades A-C/9-4 in Maths & English.
  • You have a good working knowledge of Microsoft applications, including Excel and Outlook.
  • You have experience with specialist applications or programmes for project management; or more specifically with ‘Confirm’.
  • You have knowledge of, or are willing to learn about, the operation of a Permit Scheme in accordance with Scheme Document and Section 3 of the Traffic Management Act, or other NRSWA related experience including Streetworks permits and the closure process.
