Essex County Council (ECC) are delighted to be supporting Basildon Council to recruit a Stock Condition Surveyor on a full-time, temporary basis.

This post is within the Landlord Services Department of Basildon Borough Council and reflects the importance given by the Council to the long-term strategic asset management of over 11,000 social rented homes and other property largely built for Basildon New Town. The Council is committed to a strategic asset management approach to enable short, medium and long term investment planning, delivered through a 5 year Rolling Revenue & Capital Programme of £36-38 million per year.

This post is responsible to the Stock Condition Co-ordinator for collecting accurate stock condition data on all properties and associated assets held within the Council's Housing Revenue Account. Taking account of all the surveys, repairs, maintenance and improvement works undertaken by the Council, external consultants, contractors and partner organisations. The post holder is required to undertake surveys and reports, relating to the condition of the housing stock, that will help inform strategic investment decisions.

Accountabilities

  • To assist the stock condition team in undertaking surveys of the housing stock and associated assets to ascertain the condition of each individual property and remaining life of key building elements and determining works required.
  • To assist with health and safety surveys in line with the Housing Health and Safety Rating System (HHSRS). To assess properties using the Housing Health and Safety Rating System and to ensure category 1 hazards are resolved promptly.
  • To evaluate the energy efficiency rating of every Council dwelling and enter data for RdSAP calculations.
  • Any other duties appropriate to the post: These other duties must be equivalent to or below the salary and status of the role and, where appropriate, under the Equality Act 2010, due consideration must be given to any employees with a “protected characteristic”.
  • To undertake all the duties within the framework of Equal Opportunities.
  • You must cooperate in all matters relating to Health and Safety and implement all procedures for your job role. The identification of Health and Safety related risks within the working environment must be highlighted to your management.

The Experience You Will Bring

  • Experience in building surveying or architectural practice, including stock condition surveying, HHSRS and rdSAP data collection.
  • Experience in office procedures and records management.
  • Experience of producing clear and concise reports.
  • Educated to ONC level.
  • IT skills, including Word, Excel and handheld software.
  • Good level of literacy and numeracy.
  • Trained in Health & Safety legislation, Domestic Energy Assessment and CDM Regulations.
