Rochford District Council is seeking a Temporary, Full Time Senior Enforcement Officer. The role is offered at £45.00 per hour umbrella and is based in Rochford. The closing date for applications is 13th May 2026.

The Role:

Essex County Council (ECC) is supporting Rochford District Council to recruit a Planning Enforcement Officer on a 3 months contract with the possibility of extension. This is a hybrid role requiring on-site presence 2 days per week and regular site visits.

Accountabilities:

  • Undertake site inspections to identify planning breaches, make detailed notes, take photographs, erect site notices, and seek resolution of the identified breach.
  • Work within the requirements of The Regulation of Investigatory Powers Act 2000 (RIPA) and The Police and Criminal Evidence Act 1984 (PACE).
  • Prepare draft Enforcement Notices for the Team Leader to review and sign, and serve Notices when directed.
  • Serve any summons or legal document as required, execute warrants, and complete all necessary records related to these.
  • Prepare statements of evidence and instructions to legal services for prosecution of non-compliance with notice requirements.
  • Give evidence in court as required.
  • Assist in processing planning applications, conducting site visits, ensuring appropriate neighbours are notified, and negotiating amendments as necessary.
  • Provide written responses on planning matters to applicants, developers, and landowners, and handle general planning enquiries.

Experience You Will Bring:

  • Knowledge of current Planning issues, Government legislation, and guidance.
  • Good verbal communication skills with clients both on the telephone and in person.
  • Planning qualification – first degree or postgraduate.
  • Experience in Planning Appeal work, particularly Hearings and Inquiries.
