Road Safety Education, Training, and Publicity Lead

The Role
Working within the Safer Essex Roads Partnership (SERP), this role focuses on enhancing road user behaviour change interventions through a data-led, analytical approach. The postholder will ensure interventions align with partner activities in a coordinated, multi-layered strategy to reduce road fatalities across Essex. As a team leader and collaborative partner, they will guide Road Safety Officers and SERP members in delivering targeted, evidence-based initiatives to diverse groups, including businesses, schools, and the public. The role involves research, policy development, and advancing the Vision Zero goal to eliminate all road deaths and serious injuries in Essex by 2040.
The Opportunity
Essex Highways manages one of the largest highway networks in the country, including 5,000 miles of roads and footways. The partnership between Essex County Council and its contractual partner aims to deliver a safe, sustainable, and effective highway network through asset management, scheme delivery, maintenance, and strategic liaison with stakeholders. The role involves managing program implementation in line with council strategies and policies.
Accountabilities
- Develop policies, plans, and procedures to achieve Vision Zero, incorporating data-led practices and technological advances.
- Provide specialist road safety advice to support a Safe System approach for highway management.
- Collaborate with internal and external agencies within SERP, ensuring effective use of legislation and powers.
- Lead and develop partnerships to deliver the Annual Road Safety Delivery Plan, including education, training, publicity, and enforcement to change road user behaviour.
- Ensure project delivery complies with governance, budget, quality, and resource efficiency standards.
- Represent SERP at national levels and promote its activities publicly.
- Support health, safety, and environmental legislative compliance.
Qualifications and Experience
- Educated to RQF Level 6 (bachelor\'s degree) or equivalent experience in road safety, highways, transportation, public health, teaching, training, or behaviour change.
- Significant post-qualification experience and ongoing professional development, with membership of a relevant professional institution.
- Experience in data interpretation at all intervention levels and evaluation techniques for educational activities.
- Knowledge of educational/behavioural change techniques and financial management.
- Strong networking and partnership-building skills.
- Excellent leadership qualities with experience managing diverse teams and health and safety management.
