ECC are supporting Basildon Council to recruit a temporary Repairs Surveyor on a 6 month basis in the Property, Asset Management & Development team.
Job Purpose
The Repair Service Team’s role is to contribute to delivering a high quality service by ensuring homes are well maintained and contractors working on behalf of Basildon Borough Council perform to standard. The main responsibilities will include:
- Carry out pre-inspection of repairs to tenanted/void and leasehold properties within defined timescales, set targets, schedule repairs and raise orders
- Monitor repairs in tenanted/void and leasehold properties, liaising with the contractor on progress and variations
- Post-inspect completed repairs to tenanted/void and leasehold properties to ensure work is satisfactory and to the required standard, and authorise charges/variations
Duties
- Undertake technical surveys on the housing stock, including leasehold flats, to identify and diagnose complex repairs, specify materials and work content, place work with suitable contractors, and manage the project/programme to produce long‑term solutions
- Carry out 100% post inspections of works completed by partnering contractors on a monthly basis, ensure quality standards, arrange rectification of sub‑standard works, and process refunds or credits for any overcharging
- Consider variation orders under the SAM contract, authorise payments up to £5000 per works order, ensure accurate information in IT systems, and operate within budgets and Financial Regulations
- Investigate, analyse and respond to customer complaints, FOI requests, and enquiries from Councillors and MPs; implement actions to address deficiencies and feed lessons learned into service improvements
- Provide advice and support to Property and Housing Management Services and BBC on maintenance matters; act as a point of contact for complex customer enquiries
- Discuss with Tenants in their homes in a sensitive manner regarding day‑to‑day repair concerns, maintain confidentiality, be aware of safeguarding issues, and follow BBC reporting procedures
- Deputise for the Repairs Service Manager as required and provide analysis and influence at senior level, including liaison with elected members and senior management of the partnering contract
- Supervise the repair contractor daily for quality and adherence to deadlines; manage multiple priorities and resolve disputes with contractor management
The Experience You Will Bring
- Experience and knowledge of the building maintenance industry, including inspection of domestic properties and repair problem remedy
- Experience of monitoring programmes and budgets
- Extensive knowledge of Health & Safety legislation, including CDM and HHSRS
- Good IT skills, including Word and Excel
- Experience in developing and sustaining effective working relationships with a range of internal and external contacts
