Overview
As Pre-Construction Team Manager, you will shape and initialise a large-scale refurbishment and component replacement programme for occupied council homes.
You’ll lead a fast-paced pre-construction environment, coordinating scope, design, cost, and compliance before handover to delivery.
You will work with housing, asset management, procurement, and external advisers to prioritise estates, run surveys, and prepare well-defined capital projects for tender.
A strong focus on safety, regulatory compliance, and quality in occupied settings underpins your work.

Responsibilities
- Shape and programme future investment across multiple schemes, ensuring timely and compliant scoping before delivery.
- Ensure schemes are properly scoped, designed, costed, and compliant prior to handover to delivery phase.
- Collaborate with internal housing, asset management, and procurement teams, plus external consultants and technical advisors.
- Identify priority estates and buildings, coordinate surveys and feasibility work, and develop capital projects ready for tender and delivery.
- Ensure all works comply with CDM 2015, Building Safety Act 2022, and RIBA Plan of Work; prioritise safety, compliance, and quality in occupied homes.
- Engage with Consultation and Engagement teams to support Section 20 Leasehold processes and tenant communications.
- Support tendering and evaluation of consultancy services and planned works with Procurement colleagues.
- Facilitate smooth transition from pre-construction to execution through timely contracts, handover, mobilisation, and supplier P2P setup.
- Manage multiple schemes at different stages, maintaining an overview of priorities while driving detailed development at pace.
- Lead and motivate a team (Project Managers, Resident Liaison Officers) and manage consultants and contractor performance.
- Key requirements
- Minimum of 5 years’ experience in a similar housing refurbishment/pre-construction role.
- Experience managing multi-million-pound contracts (3–5m) and housing refurbishment projects.
- Experience leading teams including Project Managers and Resident Liaison Officers.
- Experience managing consultants and contractor performance.
- Knowledge of housing asset management regulatory obligations; experience with social housing funding and governance is beneficial.
- Experience with asset data and resident feedback to inform Major Works programmes.
- Proven ability to work collaboratively across teams and to drive outputs for residents.
